The Florida Department of Children and Families (DCF) is the state of Florida’s social services agency. Within DCF, the Substance Abuse and Mental Health (SAMH) Program office is recognized as the single state authority for substance abuse and mental health services. The Office of SAMH is statutorily responsible for the planning, evaluation, and implementation of a comprehensive statewide system of care for the prevention, treatment, and recovery of children and adults with serious mental illnesses or substance use disorders.
Northeast Florida State Hospital (NEFSH) is a 613-bed, licensed mental health treatment facility that provides person-centered services to adults suffering from severe and persistent mental illness. The hospital, located in Macclenny, was established in 1959 and is the largest state operated civil treatment facility.

THIS IS AN ANTICIPATED VACANCY.
This is a highly responsible and professional position that will serve as an Operations Analyst I at the Northeast Florida State Hospital. This position will collaborate with each section within the state facilities and be required to use independent judgement, take initiative in carrying out duties and responsibilities and should be extraordinarily detail oriented.
This is a highly responsible position that works with Administration on a variety of administrative matters that involve complex, independent, administrative, and consultative activities and assignments. The incumbent in this position must have the ability to coordinate and communicate among a variety of professional staff persons, managers, vendors & hospital administration. The position requires that the incumbent maintain a working knowledge of the hospital’s mission statement, vision, values, long term strategic objectives, annual business plan objectives, organization structure and operating procedures. This position may work with protected health information and compliance with the Health Insurance Portability & Accountability Act (HIPAA) is mandatory.
Specific Duties and Responsibilities include:
- Consults with Department Heads, Supervisors, and administrative/clinical staff to resolve programmatic, administrative and operational issues and problems.
- Performs first-hand, onsite analysis of operational problems of programs; serves on interdisciplinary staff teams to develop optimum resolutions; carries out the implementation of solutions to ensure management excellence; analyze data and prepares reports as needed.
- Reviews administrative correspondence, identifies tasks, and recommends assignments to appropriate operational area.
- Analyzes and assesses returned assignments for completeness and accuracy.
- Serves as editor of the newsletter designed and published for staff to assure optimal staff satisfaction.
- Serves as facilitator for team building efforts of the Hospital Management Team.
- Serves as chair for the Hospital Employee Committee.
- Serves as liaison for identified activities that are designed to enhance the morale of employees.
- Coordinates employee recognition programs of all types; arranges for and coordinates quarterly awards ceremonies.
- Develops electronic PowerPoint, facts, suggestion/outcome feedback processes.
- Maintains leadership communication board and develops dissemination strategy to review and respond to employee suggestions.
- Coordinates with leadership in design, development, and facilitation of staff relations activities.
- Performs other duties as assigned.
Knowledge, Skills and Abilities required for the position:
- Knowledge of the methods of data collection and analysis.
- Knowledge of basic management principles and practices.
- Ability to collect, evaluate and analyze data to develop alternative recommendations, solve problems, document work flow and other activities relating to the improvement of management practices.
- Ability to organize data into logical format for presentation in reports, documents and other written materials.
- Ability to conduct fact finding research.
- Ability to utilize problem solving techniques.
- Ability to understand and apply applicable rules, regulations, policies and procedures relating to management analysis practices.
- Ability to plan, organize and coordinate work assignments.
- Ability to communicate effectively.

Minimum Qualifications:
- A bachelor's degree from a college or university is preferred and one year of professional experience in systems analysis, management analysis, program planning, program research, program evaluation, engineering or administrative work.
- A master's degree from a college or university can substitute for the required experience.
- Professional experience as described above can substitute on a year-for-year basis for the preferred college education.
