Associate MED (Senior Physician – Psychiatrist Supervisor) - #60073528



This is a professional position in a large mental health facility that functions as the Associate Medical Executive Director (MED).  The incumbent is expected to maintain a positive and processional attitude and manner at all times, ensuring individuals receive comprehensive medical and mental health services in a cost effective, customer-oriented manner.  Follows medical ethics and standard in a n outcome-oriented management system.  While maintaining sensitivity to the constitutional rights of patients.


Duties & Responsibilities/Examples of Work:

  • In conjunction with the Medical Executive Director (MED), ensures that all Psychiatric and Primary Care treatment at NEFSH are administered in accordance with policies and procedures, rules and regulations, and State and Federal Statues.  Employs and directs all Senior Physicians.  Administers effectively, directs and assumes operational responsibility for all physician-based services at Northeast Florida State Hospital.  Researches, designs and writes policies and operating procedures which relate to clinical services and which are used by all levels of clinical staff.  Administers clinical personnel matters in compliance with applicable Personnel Rules and Regulations, and in compliance with applicable collective bargaining agreements.  Develops recognized programs of resident care, which lead to customer satisfaction.  Assists in developing the hospital’s budget, costing out programs, establishing expenditure priorities and administering expenditures so that budget integrity is maintained while controlling expenditures.  Serves as a consultant in matters relating to psychiatry, general medicine and clinical administration.  Recruits medical staff, privileges and credentials all members of the professional clinical staff at NEFSH, on a bi-annual basis.  Reviews and monitors daily reports of activities and incidents.  Seeks, compiles and provides information, advisories and reports that assure the clinical staff is kept informed of current developments.
  • As the designee of the MED, participates in and chairs meetings, as requested, relating to clinical service delivery and hospital management as it relates to aspects of resident care.  Acts as a liaison between the hospital and academic institutions/other hospitals, which may entail traveling to such institutions and hospitals.  Participates in administrative matters that bear on clinical issues called for by the department and/or hospital policy and procedures.
  • In conjunction with the MED, conducts monthly meetings with physicians and is responsible for assuring implementation of the Medical Staff by-laws, Rules and Regulations.  Participates in a wide variety of tasks relating to recruitment, credentialing, committee staff work, maintenance of medical standards and executive committee work which includes administrative actions and recommendations to the Hospital’s Governing Body.  Ensures through the Medical Staff that standards of medical care strive for the treatment excellence and efficiency.
  • Writes and reviews correspondence, reports, opinions on matters relating to clinical practice as assigned by the MED, Hospital Administrator and/or the Program Office.
  • Supervises all direct reports ensuring that they meet individual performance standards that have been negotiated, adhere to standards for professional practice for their specific discipline, receive quarterly coaching and ensure that they follow an approved Employee Development Plan.
  • Assists in interviewing, selecting and training new employees.  Approve submitted timesheets and leave requests on the Kronos and People First systems for all direct reports.
  • Accepts clinical assignments and serves as staff psychiatrist based on hospital needs, as directed by the MED.
  • Conducts daily ward rounds on assigned wards.  Orders psychiatric intervention as required.  Evaluates patient progress and makes clinical recommendations including psychotropic medication reviews to improve patient functions.
  • Participates in scheduled meetings as a member of the multidisciplinary therapeutic team involved in the treatment of patients.  In addition, participates and implements treatment interventions assigned on the treatment/service plan.  Documents in the medical record in legible handwriting.
  • Participates in patient admission procedures by completing a comprehensive psychiatric evaluation and documenting admission notes, admission orders and a preliminary treatment plan.  Obtains patients’/guardians’ consent for psychotropic treatment.  Performs annual psychiatric summaries on assigned patients, completes and signs incident reports, initiates voluntary/involuntary placement proceedings and testifies in scheduled hearing when necessary.  Reviews evaluation reports and intervention/outcome documentation for adherence to NEFSH protocols and time frames.  Manages psychotropic medication in accordance with provisions of NEFSH Operating Policy and Procedure 14-06-01, “Management of Psychotropic Medication”, to assure compliance with DCF Operating Procedure 95-6, Use of Psychotropic Medications in State Mental Health and Developmental Service Facilities.
  • When applicable, seeks consultation from colleagues either from within the hospital or from approved outside consultants to ensure treatment excellence.
  • Discusses patient status with guardian or relatives and assists them to better understand the patient’s illness and treatment to enhance satisfaction and understanding of treatment provided.  Prepares discharge summary in accordance to NEFSH protocols.




Minimum Qualifications:

  • This occupation requires licensure as a physician pursuant to Chapter 458, Florida Statute; or licensure as an osteopathic physician pursuant to Chapter 459, Florida Statute; or a current Public Health Certificate issued by the Florida Board of Medical Examiners pursuant to Section 458.316, Florida Statues.
