Your Specific Responsibilities:
The incumbent coordinates the local Emergency Support Function #8 (ESF-8) response to natural and manmade disasters in Madison County and is responsible for establishing and maintaining an adequate level of preparedness in advance of disaster events. The incumbent serves as the ESF-8 liaison with the Madison Emergency Operations Center and is responsible for fostering effective community partnerships to ensure adequate disaster response.
Emergency Preparedness – Submits required preparedness documents to the County Health Department (CHD) Expectations repository in order to document an acceptable level of preparedness in advance of disaster events. Ensures that the Special Needs Shelter (SpNS) patient registry is triaged as least annually prior to June 1. Ensures that all staff are adequately trained in their response roles prior to an event. Conducts quarterly Everbridge drills.
Emergency Response – Coordinates the Madison County ESF8 response to natural and manmade disasters. This includes ensuring that Special Needs Registry (SpNS) patients are adequately placed during an event, monitoring long-term care facilities and responding to issues. Coordinates with the CHD Administrator, Public Information Officer, Shelter Coordinator and Regional Emergency Response Advisor as needed to address local needs. Enters missions as needed in ReadyOp and WebEOC and submits situation reports by the established deadlines.
Plan Development and Review – Provides technical assistance in the preparation of the emergency support function, health and medical services to the county emergency management plan (CEMP). Coordinates and assists with the preparation of CHD plans and standard operating procedures for each of the response areas including infectious disease, mass casualty and mortality, and Strategic National Stockpile (SNS) pharmaceutical distribution.
Budget Management – Submits annual budget for approval and monitors spending over the fiscal year. Makes purchases according to the spending plan. Meets monthly with the CHD Business Manager to monitor spending and make adjustments to the spending plan.
Environmental Health – Assist environmental health as needed to include reviewing records, answering community phone calls, and completing inspections for both Jefferson and Madison counties.
Participates in Quality Improvement Activities. Performs other related duties as directed.
Required Knowledge, Skills, and Abilities:
- Knowledge of data compilation, data analysis, and ability to complete reports
- Ability to plan, organize, and coordinate work assignments with the Bureau of Emergency Preparedness and the local Emergency Operations Coordinator
- Ability to use logic and analysis to identify the strengths and weaknesses of different approaches
- Ability to communicate effectively with coworkers, community partners and general public
- Ability to lift 30 pounds
Qualifications:
Minimum –
- Florida driver’s license
- Ability to lift 30 pounds
Preferred -
- FEMA certifications to include ICS 100, 200, 300, 400, 700 and 800 (all certificates must be completed within 60 days of employment)
- Bachelor’s Degree
