MINIMUM REQUIREMENTS:
A bachelor's degree from an accredited college and six (6) months of experience in environmental protection, regulation, or health; one of the physical or natural sciences; engineering or agriculture; or
One and a half (1.5) years of experience as an Environmental Specialist I or higher with the State of Florida; or
Two (2) years of experience as described above.
Requires possession of a valid Class E driver license.

JOB DUTIES:
This is a professional team-oriented intermediate level position under the supervision of the Environmental Manager located in Jackson County, assisting with the coordination and implementation of the agricultural component of the Basin Management Action Plan (BMAP) and Total Maximum Daily Load (TMDL) programs established by the Florida Watershed Restoration Act, delivering Florida Department of Agriculture and Consumer Services (FDACS) Best Management Practices (BMP) Program, working in close cooperation with the Florida Department of Environmental Protection (FDEP), water management districts (WMDs), soil and water conservation districts (SWCDs), and private landowners.
Conduct BMP implementation verifications including nutrient application records collection and retention in the Northwest Florida Water Management district including the Jackson Blue BMAP areas. Duties may include soil sampling, data collection, analysis, implementation status determination, corrective measure determination, progress tracking, and report writing.
Assist with Implementing the FDACS responsibilities under the Florida Watershed Restoration Act through producer enrollment in the Best Management Practice (BMP) program and through coordination with the WMDs, Agricultural Advisory Committees, U.S. Department of Agriculture, Natural Resources Conservation Service, FDEP district staff, local SWCDs, University of Florida’s Institute of Food and Agricultural Sciences (IFAS), and key agricultural industry associations (e.g., Florida Cattlemen’s Association, Florida Fruit and Vegetable Association, Florida Farm Bureau, and the Florida Nursery Growers and Landscape Association). This includes conducting BMP Notice of Intent (NOI) enrollments by performing on-site field evaluations of agricultural operations using BMP manuals, checklists, and other tools to assist producers. The primary focus for this will be citrus, livestock, equine, specialty fruit and nut, nursery, and row crop operations. Duties in support of this would include generating maps, data collection and analysis, and cross-checking parcel identification information, as appropriate
Manage producer cost share agreements in accordance with the applicable cost share contracts and cost share SOP. Perform on-site evaluations of specific soil and water conservation-related projects during and after BMP construction or implementation. Assist with mapping cost share projects using the BMP mapping application, as needed. Assist producers in coordination of cost share from various sources to implement BMPs as needed.
Perform other related work as required.
KNOWLEDGE, SKILLS, AND ABILITIES:
- Ability to work independently.
- Knowledge of Florida agriculture.
- Knowledge of agricultural nutrient management, irrigation and water resource protection management.
- Skills with GIS and Microsoft Office products including Outlook scheduling.
- Knowledge of data collection and analysis principles.
- Ability to use personal computers, prepare technical reports, deal with the public in a tactful and courteous manner, communicate effectively and plan, organize, coordinate and complete assignments in a timely manner.
