This position requires a valid Class (E) driver license with an acceptable driving record in accordance with the Department's Drivers Record Requirements Policy. An unacceptable driving record is defined as any of the following:

1.         three (3) or more moving violations in the past 3 years that accumulate 3 or more points per violation;

2.         any 2 convictions of reckless driving in the past 3 years;

3.         a suspension or revocation of the driver license for moving violations in the past 3 years; and

4.         a suspension or revocation for refusal to take a sobriety test, or any suspension or revocation for a DUI conviction in the past 4 years

POSITION DESCRIPTION: 

 

Performs independent complex technical assignments to accomplish inspection and monitoring of work activities performed within the state Right of Way. Verifies that work is performed according to all State and Federal specifications, plans, permits, policies, procedures, statutes and rules. Performs approved testing techniques through the use of hand tools, gauges and/or instruments to ensure materials used conform to Florida Department of Transportation (FDOT) requirements.

 

Gathers data and performs preliminary reviews for maintenance contract needs. Assists in the preparation of maintenance contracts. Prepares specifications as needed for use in maintenance contracts. Prepares records and reports for work completed and other related documents accurately and in a timely manner. Prepares all documentation in order to validate payments to roadway contractors. Performs plans reviews for constructability and adherence to Department Standards and specifications. Provides comments on Department policies and procedures as requested. Performs quarterly surveys of invasive plant species within the Florida Department of Transportation Right of Way with Global Positioning System (GPS). Records and electronically store coordinates and other location data in excel spreadsheet format. Maintains and updates spreadsheet to include newly discovered, existing and eradicated locations; as well as treatment dates and locations. Prepares project correspondence and records as necessary during the administration of contracts through the use of various computer programs. Enters/assists with the preparation of documents to be added to the electronic document management system as required. Conducts/attends pre-work conferences on maintenance contracts and attends/conducts meetings with contractors/utility owners/permitees throughout life of projects as assigned. Acts as a representative of the Department on all issues related to contracts and permits. Prepares and issues work documents on contracts as directed.

 

Performs interpretation of governing documents related to authorized Temporary Traffic Control (Maintenance of Traffic) device usage, installation/placement and materials to ensure safe work zones. Reviews work site activities for conformity to safety regulations and takes corrective measures when deficiencies are noted.

 

Conducts surveys of signs, guardrail, and attenuators as required by procedures. Provides survey of roadway items to be inventoried for Roadway Characteristics Inventory (RCI). Fills out data coding sheet and enters roadway data into computer data base as needed.

 

Assembles payment packages for contracts in accordance with established processes. Assists in identifying and producing documents in relation to public records request.

 

KNOWLEDGE, SKILLS AND ABILITIES: Skilled in communicating technical information verbally and in writing; Skilled in understanding and interpreting plans, specifications, design standards and manuals; Skilled in dealing with internal and external customers in a courteous manner; Ability to remain calm and effective under pressure; Ability to work effectively as a team member; Ability to follow oral and written instructions; Knowledge to perform field inspections of worksites for compliance to Florida Department of Transportation (FDOT) roadway standards; Knowledge to enter and retrieve information from a computer database; Skill in use of personal computer (PC) and understanding of databases; Skill in organizing records and handling multiple tasks and interruptions; Ability to lift 50 pounds and stoop, climb, squat, push, crawl and bend.

 

REQUIRED LICENSURE/REGISTRATION/CERTIFICATION: Possess a valid Class “E” driver’s license. This position requires the incumbent to complete the following self-study courses within 11 months of appointment: Construction Math and Plans Reading. Must also obtain the Advanced Temporary Traffic Control (Maintenance of Traffic) certification and the Qualified Stormwater Management Inspector certification (Florida Department of Environmental Protection through the Stormwater, Erosion and Sediment Control Inspector Training Program) within one year and maintain it.

 

OTHER JOB RELATED REQUIREMENTS: 

While on-duty status, may be required to drive a state owned or leased vehicle to perform the duties of this position. The incumbent of this position is required to work with or around Department of Corrections inmates. May be required to work with or around: hazardous materials, work nights and weekends and be available for emergency response work as necessary.

 

MINIMUM QUALIFICATIONS:  High School Diploma or Certificate of High School Equivalency, and valid Class "E" Driver’s License.
