Description
This is a position established as a Residential Services Supervisor (RSS)-SES. This position, RSS, serves as the Qualified Intellectual Disability Professional (QIDP) at Sunland which is an intermediate care setting. These terms are used interchangeably at Sunland because they serve the same function. The primary function of this position is to ensure that each resident’s active treatment program is integrated, coordinated, and monitored by the Residential Services Supervisor, SES. This position RSS/QIDP is unique to the ICF/IID program and is central to the overall responsiveness and effectiveness of the active treatment program. Each resident has an individualized plan which targets each resident reaching their optimal level. This position has ongoing oversight responsibilities of the assigned residential home at all times. This position may act in various capacities in instances of vacancies in their home table of organization such as Human Service Senior Supervisor (HSSS) to ensure smooth home operation and service delivery. Ensuring a healthy and safe environment for each resident is a key component of the role.
The RSS/QIDP is a supervisory position tasked with orchestrating all facets of the active treatment team efforts, effectively coordinating internal and external program services, supports to facilitate the acquisition of residents’ skills and adaptive behaviors, and promotes competent interactions of residential staff with other residents in program implementation and behavior management. This incumbent works to ensure the daily and on-going operation of the facility in residents receiving necessary services 24 hours a day, 7 days a week. This incumbent should possess the ability to document and ensure that documentation is completed as required within the established timeframes.
This position is established as a regulatory requirement as evidenced in Appendix J of the State Operations Manual, more specifically W158 and W159. Routine observations of residents across various settings in the program to assess effectiveness of programmatic implementation and consistency of training are used as means to ensure that each resident’s Individual Program Plan (IPP) is carried out fully. The goal is for each resident to have their program modified as needed to facilitate achieving desired skills and goals.
The RSS conducts and/or coordinates Individual Program Plans (IPPs), active treatment meetings, and related active treatment material as well as activities related to the admission and discharge of clients within an ICF/IDD Facility. The RSS also develops and document the IPP to ensure active treatment services are provided according to regulations. Additionally, the RSS provides supervision of all professional services (including contract and other support services) providers to assure inclusion in the interdisciplinary process. With related assessments, the RSS identifies services that a resident may need. Revisions are made to resident IPPs as needed with input from the members of the interdisciplinary team. The RSS of each assigned home/area provides responses to their respective Program Operations Administrator or other authority if problems exist that require follow-up or a response. The RSS must assure timely follow-up on related resident needs.
The QIDP supervises/monitors all areas of client programs and living conditions to ensure that program requirements and applicable standards pertaining to safety and normalcy are complied with. These areas include locations such as, but not limited to work sites, learning/educational centers, mealtimes, social/leisure activities, goal/data collection, and home observations.
The RSS has the responsibility of supervising professional and paraprofessional staff in their provision of services to the developmentally disabled residents in the ICF/IDD Facility.
This position ensures that all Incident Reports are completed in a timely manner with applicable follow-up. The RSS assists and provides needed information to investigators with alleged abuse, neglect, and/or exploitation residents as needed.
This position must document and report unusual and/or significant events in a timely manner to the appropriate supervisors or designees. Appropriate documentation, treatment where applicable, and resident follow-up are a part of this responsibility.
The RSS must read the logbook and other pertinent documents relevant to the operation of the home/unit in accordance with operating procedures. This must be done regularly to ensure that all matters are reviewed and that appropriate actions are taken for the health and safety of the residents. This logbook is used as the central communication tool.
The RSS assists in formulation of the plan of correction which aims to correct deficiencies that occurred during the various inspections and surveys. This position also supervises/monitors the progress of related plans of correction, providing frequent updates to Program Operations Administrator or designee.
This position assists in the hiring process of staff, to include but not limited to, participating in the interview process, and making recommendation(s) for hire. Additionally, the RSS recommends corrective and/or disciplinary actions as necessary.
This position completes all required training and maintains Sunland’s current crisis management prevention and intervention certification/training as required. The RSS monitors and tracks assigned staff to ensure assigned staff complete required training and maintain certifications as required.
The RSS maintains timesheets, ensuring accuracy and submits these timely in accordance with policy and procedure. This position is responsible for the review and approval of timesheets as required. The RSS monitors all time and attendance to ensure all coverage levels are met with a systematic review and address mechanism in place for areas of concern with staff and management as required.
The RSS participates in the various committees and workgroups as assigned to coordinate activities of the department's external to this facility as they are related to the activities of the facilities’ clients.
This position completes all performance management reviews by deadlines given. The RSS also monitors employees throughout the rating period to accurately rate evaluations.
The RSS serves as back-up for other residential homes within the Residential Unit as needed and assigned. This position may be assigned to a home or specific case load as needed.
The RSS makes regular (not less than monthly) quality assurance rounds on their assigned home and areas designated by the Residential Unit. This position monitors meals and observes resident service delivery areas to ensure compliance with programmatic standards.
This is a mission critical/essential position thus tasked with respond in emergency situations.
The RSS performs other related duties as required.
Minimum Requirements
- Bachelor's degree from an accredited college/university with major course work in social work, rehabilitation counseling, physical therapy, occupational therapy, speech pathology, audiology, psychology, sociology, special education, dietetics, or a related human services field.
- One year of experience working directly with persons with intellectual disabilities or other developmental disabilities; and experience means providing professional or direct services, either paid or volunteer in a setting that serves persons with intellectual disabilities. The experience working directly with persons with intellectual or other developmental disabilities can be obtained prior to or after obtaining the qualifying degree or credentials.
Experience, education, and/or training used to meet the minimum qualifications and in response to the qualifying questions must be verifiable through information contained in your application.
This position may be required to perform essential services before, during, and after an emergency per APD OP 2-0035.
This position is critical to the safety and supervision of residents and may require the incumbent to work beyond their normal work schedule to maintain minimum coverage levels in the facility.
