JOB SUMMARY: This is a Senior Appraiser position with the Department of Revenue's Property Tax Oversight program and is a “regional” posting. This position may be in the Marianna Service Center (Jackson County), the Tallahassee Service Center (Leon County) or in the Lake City Service Center (Columbia County). The incumbent will appraise complex types of real estate including commercial, residential, vacant land and industrial properties in the surrounding counties to determine just market value for assessment purposes. Duties include: research, and analyze income, cost and sales data in the development of estimates of property value; research and analyze property data and sales through field inspections, review of courthouse records, appropriate sales services, and other contacts as necessary for verification purposes; inspect and appraise real property (commercial, residential, vacant land and industrial properties), in compliance with Florida Statutes and industry standards. Use the most applicable and necessary approaches (Cost, Sales Comparison and Income). Provide aid and assistance to County Property Appraisers. Research, inspect, photograph and verify sale and income data for use in appraisals. Assemble or assist others in assemblage of schedules pertaining to rental rates, vacancy and collection loss rates, expense rates and capitalization rates. Participate in interviews and reviews with the County Property Appraiser and staff, aid in training/assisting other DOR appraisers, review the work of others for quality and conformance with Program expectations.

MINIMUM JOB REQUIREMENTS:

EDUCATION AND EXPERIENCE:

  • Currently employed with the Florida Department of Revenue
  • Minimum of two years of single or mass appraisal experience of real property within the past three years of your work experience. This experience must include commercial, vacant land, agricultural, industrial and/or multi-family properties
  • Experience collecting and analyzing large quantities of sale, income and expense data
  • Experience using software such as Word and Excel to compile, interpret, analyze and display validation data

PREFERENCES:

  • State Certified General or State Certified Residential Appraiser
  • Registered Trainee with hours towards licensing
  • Certified Florida Evaluator (CFE) designation
  • Completion of International Association of Assessing Officers or Appraisal Institute courses

NOTES:

  • This position may be in Lake City, Marianna or Tallahassee.
  • DOR hires at the base salary, stipend provided to SCG license holders, $2500 per year.
  • DOR hires at the base salary, stipend provided to SCR license holder, $1200 per year.
  • Candidate must be available to travel, occasionally being away for several days at a time.
  • Work duties require candidate to work on foot, in various weather to properly measure buildings and parcels.
  • Telework may be provided after successful completion of probationary/work evaluation period.
  • Candidate may be required to provide own means of transportation in the performance of assigned duties.
  • Candidate may be required to work weekends to complete an assignment on schedule.
