The Work You Will Do:

ASSISTANT DISTRICT CONSTRUCTION ENGINEER / DISTRICT SIX / DIRECTOR OF OPERATIONS / DISTRICT CONSTRUCTION

 

This position will oversee construction engineering and inspection activities in Miami-Dade and Monroe Counties. Responsibilities include supervising staff, managing consultant contracts, resolving construction disputes, and ensuring that projects meet quality, budget, and schedule goals. The role also involves providing guidance to the Residencies, oversighting the CCEI administering major infrastructure projects, and supporting the District Construction Public Information Section. Additionally, the position will contribute to business planning efforts and serve as a delegate for the District Construction Engineer when needed.

Your Specific Responsibilities:

Supervises employees by communicating regularly, motivating, training, evaluating, and planning and directing employee's work. Guides subordinate employees to improve the quality and quantity of work performed while conducting work activities. Oversees resolution of construction claims disputes including the independent formulation of the Department’s position. Coordinates all necessary District Construction and Resident Offices function with the Office of the General Counsel. Represents the Department resolving disputes as may arise out of the construction contracts and in negotiations concerning changed conditions, extra work and contract time extensions. Acts as the Department’s representative during construction claims trials, at court ordered mediation conferences or voluntary mediation conferences and at formal negotiations sessions. Performs management functions by serving as the Assistant District Construction Engineer and is responsible for the management and coordination of construction engineering and inspection personnel, public information and all construction engineering inspection functions for all Federal Aid, Interstate, Primary and Secondary Roadway and Bridge Projects, and miscellaneous construction contracts in Miami-Dade and Monroe County. Provides administrative guidance and direction in the execution of all before mentioned construction contracts.

 

Manages the oversight of the Consultant Construction Engineering Inspection (CCEI) administering major infrastructure projects including Public/Private partnerships. Utilizes Engineering judgment and the application of Engineering principles. Manages and directs the CCEI for proper administration of the construction contract in accordance with the contract documents and District policies and procedures, Monitors overruns on time and money to ensure that the District's goals are met. Ensures documents required for project closeout are prepared accurately and timely. Responsible for the administration of the CCEI contract.

Reviews and approves monthly invoices. Performs evaluations and reviews as required, monitors funding, reviews redistribution of funds and supplemental agreements.

 

Renders interpretations of the State Specifications and Procedures in regard to specific contract requirements and intent. Provides administrative guidance and direction to the Residencies in the preparation of construction contract amendment documents, including involvement in Dispute Resolution Board (DRB) activities.

 

Supervises and manages District Construction activities in support of the District Construction Public Information Section. Works with the Public Information Project Coordinator to ensure proper management of contracts, the Community Awareness activities and the Public Information activities.

 

Maintains a strong working relationship with representatives of the Federal Highway Administration, the Florida Department of Transportation Central Office and the District Materials office and Gainesville Materials Office, other governmental agencies and officials and representatives of various affected cities and municipalities. Acts as liaison as necessary to disseminate information on roadway and bridge construction projects to all stakeholders.

 

Serves as the delegate for the District Construction Engineer in his or her absence. Develops appropriate performance measures and incorporates those measures into a meaningful and up to date Business Plan. Ensures employees are actively engaged in the development, implementation, monitoring and updating of Business Plan activities and the Plan's performance measures. Signs and seals engineering documents.

 

 

 

The Successful Candidate will have the following required Knowledge, Skills, and Abilities:

 

Knowledge of:

  • Knowledge of civil engineering design and construction techniques, terminology, and principles.
  • Knowledge of Florida Department of Transportation (FDOT) specifications for road and bridge construction.

Skills in:

  • Skilled in project management of construction engineering and inspection services.
  • Skilled in the interpretation of construction contracts, plans and specifications.

Ability to:

  • Ability to interpret state and federal legislation, rules, and policies related to construction program.
  • Ability to supervise, lead, manage and work with diverse groups of people.
  • Ability to communicate technical information verbally and in writing.

 

Licensure/Registration/Certification Requirements:

  • Registration as a Professional Engineer in accordance with Chapter 471, Florida Statutes.

 

Other Job-Related Requirements:

  • Responsible for adhering to the Provisions and Requirements of Section 215.422, Florida Statutes, (F.S.); Related State Comptroller’s Rules and Department of Transportation’s invoice processing and warrant distribution procedures. During a declared emergency event, the incumbent will be required to assist the district as needed. A valid State of Florida Class “E” Driver’s license is required.

 

This position requires a valid Class (E) driver license with an acceptable driving record in accordance with the Department’s Driver’s Record Requirements Policy. An unacceptable driving record is defined as any of the following:

  1. three (3) or more moving violations in the past three (3) years that accumulate three (3) or more points per violation;
  2. any two (2) convictions of reckless driving in the past three (3) years;
  3. a suspension or revocation of the driver license for moving violations in the past three (3) years; and
  4. a suspension or revocation for refusal to take a sobriety test, or any suspension or revocation for a DUI conviction, in the past four (4) years.
