POSITION SUMMARY:
Under the direction of the Training & Research Manager, this position is responsible for providing management consulting services to improve management capabilities and operational procedures about criminal justice information to the criminal justice community, non-criminal justice agencies and the public in the CJIS southern service area. This position works independently and in teams to accomplish objectives established in the Agency and CJIS Strategic Plans and consults with other governmental agencies to evaluate their information needs and capabilities.
SPECIAL NOTES:
This position is responsible for the Southern Service Area which includes the following counties: Broward, Dade, Martin, Monroe and Palm Beach. The incumbent in this position must live in one of these counties. This position is required to travel up to 25 percent of the time in and out of the Service Area.
DUTIES & RESPONSIBILITIES:
Specific duties include:
- Consulting with local, state and federal agencies within the CJIS Southern Service area related to criminal justice information program planning;
- Providing management consultant services and assistance to agency officials and their staff to promote the most efficient and effective accomplishment of the operating objectives;
- Exercising independent judgment in formulating or assessing policies and procedures impacting these agencies;
- Providing input and expertise related to CJIS memorandums, white papers, CJIS Advisory Policy Board and Compact Council topic papers;
- Conducting formal service area customer assessments of criminal and non-criminal justice agencies, compiling results of these assessments and proposing modifications if needed that will incorporate new or existing customer needs;
- Determining the impact of existing and proposed laws, rules and regulations on existing and developmental programs;
- Reviewing outstanding issues reported by agencies within the service area, ensuring that they are addressed and identifying common problems that may require attention and/or technical computer support personnel; and
- Assisting criminal and non-criminal justice agencies in identifying data collection needs, record layouts, data definitions, program policies and procedures for implementation requirements, and the writing of professional manuals as required and the consultation to the users during the implementation and testing phases.
KNOWLEDGE, SKILLS & ABILITIES:
- Knowledge of the methods of data collection and analysis;
- Knowledge of basic management principles and practices;
- Ability to collect, evaluate and analyze data to develop alternative recommendations, solve problems, document workflow and other activities relating to the improvement of management practices;
- Ability to organize data into logical format for presentation in reports, documents and other written materials;
- Ability to utilize problem solving techniques;
- Ability to work independently;
- Ability to plan, organize and coordinate work assignments; and
- Ability to communicate effectively verbally and in writing.

BASE SALARY:
- $53,917.24
NOTES:
Starting salary will be at the minimum of the class pay range, unless otherwise dictated by FDLE's pay policy. The elements of this selection process may include a work sample and/or interview. Future vacancies may be filled from this position advertisement.
