Duties and Responsibilities
This position is a Research and Training Specialist that serves as a trainer and curriculum developer on the Specialized Skills Training Team within the Learning and Development Office (LDO). This position involves both training development, and facilitation of job-related courses to Driver License Examiners, Tax Collector Agents and other personnel throughout the state. The selected candidate will work both independently and as part of a team to develop Driver License, Motor Vehicle, and Customer Service training modules for virtual and in-person training. In addition, the selected candidate will provide driver license/motor vehicle subject matter expertise in support of updating and developing online (computer-based) courses that train employees on policies, procedures, and systems, ensuring that employees are knowledgeable of agency procedures and practices and are able to apply the learned material on the job. Using instructional design principles. The incumbent will be expected to design training that will incorporate interactive elements such as videos, images, end-of-course exams, job aids, and scenarios that will enhance the knowledge transfer and learning experience. As an LDO trainer, this position serves as a subject matter expert (SME), providing support as well as leading various training projects in alignment with agency goals. As a general LDO member, the incumbent will serve on project teams, conducting need assessments when necessary, evaluating current training curricula, revising existing programs and developing new training programs for better alignment with learning objectives and outcomes. Administrative duties, such as coordinating and maintaining training schedules, tracking travel costs and vehicle logs, maintaining organized training documents and information in LDO's main folder, entering and tracking learners' training transcripts in iLearn, the Department's Learning Management System, are also required.
Knowledge, Skills, and Abilities
- Knowledge of the Driver License and/or Motor Vehicle operations and procedures.
- Knowledge of principles, methods, techniques and current trends of training or instruction including adult education/learning.
- Knowledge of principles of effective instructional design for Instructor Led Training (ILT) and Online Training (OLT) professional training.
- Knowledge and skill in written and oral communication including public speaking and presentation techniques.
- Skill in providing customer service to internal and external customers to include communicating with customers to accomplish work-related tasks and provide requested services.
- Skill in Driver License and Motor Vehicle related issuance applications FDLIS/FRVIS/ Capture/Motorist Maintenance and/or ORION.
- Ability to manage projects.
- Ability to work independently with minimal supervision at times.
- Ability to understand and apply applicable rules, regulations, policies, and procedures.
- Ability to develop new methods and techniques of training and evaluation.
- Ability to conduct research and evaluate information to analyze training data, prepare applicable reports, develop solutions to problems, etc.
- Ability to use Microsoft Office applications (Word, Excel, PowerPoint, Outlook, Publisher) to create and edit word processing documents, and use presentation graphics databases or spreadsheets to collect information.
- Ability to plan, organize, coordinate and prioritize work assignments, manage complex projects, and meet deadlines.
Ability to coordinate travel plans.
Preferred Qualifications
Preference will be given to candidates with the following experience:
- Experience teaching or training students and/or adults
- Experience developing curriculum and/or training materials
- Experience using presentation software (e.g., PowerPoint)
- Experience issuing driver license or providing motor vehicle related services or performing work related to driver license/motor vehicle issuance compliance
Job Related Requirements
- The selected applicant must possess and maintain a Valid Driver License in order to drive a state vehicle.
- Travel up to one week at a time is required in order to present training in requested locations.
- Travel may sometimes occur on weekends in order to be in the training location for a Monday class.

- FLHSMV employees are paid once a month on the last workday of each month. All state employees are required to participate in the direct deposit program pursuant to s. 110.113 Florida Statutes.
