This position is a regional position and can be housed in the Miami, Florida.
The Florida Department of Children and Families (DCF) is the state of Florida’s social services agency. The agency oversees services for child safety, fostering, adoption, domestic violence, adult protective services, refugees, homelessness, mental health, substance abuse, childcare providers, human trafficking and public assistance. The agency’s mission is to work in partnership with local communities to protect the vulnerable, promote strong and economically self-sufficient families, and advance personal and family recovery and resiliency.
Within DCF, the Substance Abuse and Mental Health (SAMH) Program office is recognized as the single state authority for substance abuse and mental health services. The Office of SAMH is statutorily responsible for the planning, evaluation, and implementation of a comprehensive statewide system of care for the prevention, treatment, and recovery of children and adults with serious mental illnesses or substance use disorders.
Within SAMH, the Southern Regional Office staff ensure that individuals and families have timely access to prevention, treatment, and recovery support services across the region. They collaborate with local providers, community partners, and key stakeholders to identify service gaps, enhance resource availability, and promote continuity of care. The Southern Regional Office monitors program performance addresses barriers to service delivery and fosters cross-system collaboration to strengthen the regional behavioral health network and improve overall outcomes for the communities served.

THIS IS NOT A TELEWORK POSITION. CANDIDATE WILL BE REQUIRED TO WORK IN THE SOUTHERN REGIONAL OFFICE.
This is a highly responsible and professional position that will serve as a Behavioral Health Consultant Supervisor. This position will collaborate with each section within the program office and be required to use independent judgement, take initiative in carrying out duties and responsibilities and should be extraordinarily detail oriented.
Specific Duties and Responsibilities include:
- This is professional work supervising and directing employees. The primary duty of the incumbent in this position is to spend the majority of their time communicating with, motivating, training and evaluating employees, planning and directing their work; and having the authority to effectively recommend actions such as hire, transfer, suspend, layoff, promote, discharge, assign, and reward or discipline direct reports.
- Evaluates employees against established standards and takes appropriate actions when necessary (i.e. recognition, reward, corrective action, etc.).
- This position is a highly responsible and rewarding position in the Program Office of Substance Abuse and Mental Health (SAMH) assisting the Manager of Regional Operations in administering and evaluating SAMH programs.
- This position plans, monitors and evaluates major treatment, services, or rehabilitative programming with most of the focus on child welfare integration.
- This position will work with multiple systems within the Behavioral Health continuum to assist with quality, service array, oversight, performance, and integration. This is supervisory work planning, monitoring, and administering the Northeast Region System of Care to ensure that the community mental health and substance abuse service delivery components operate in a coordinated, efficient manner for the benefit of the DCF, SAMH clients.
- This position exercises independent judgment in formulating policies and procedures which have significant impact on personnel, administration, and operations specifically targeting the Child Mental Health and Substance Abuse Programming and integration of that programming with Child Welfare operations.
- Serves as the oversight and assisting the manager in all matters of the DCF SAMH as it relates to Child Welfare integration programming and co-supervision of internal SAMH staff including such grant funded positions as Behavioral Health Consultants, Peers Specialists and other future integration efforts which produce internal staff within the SAMH department.
Emergency Response
- In response to emergency events, the incumbent may be required to work irregular hours, to work more than 8 hours per day, to work extended periods (including weekends and holidays), to work at locations other than their official headquarters, and to perform duties in addition to those outlined in the position description. Deploy to communities affected by natural disasters within 24-48 hours of impact to represent the organization to promote and implement post-disaster services.
- Assess the impact, needs and assist with the development of a response strategy and goals for the impacted community and implement disaster response plans.
- Coordinate psychological and mental health resources and services for individuals, first responders, and communities impacted by disasters.
- Provide critical information to the Regional Manager and Director of Regional Operations and Initiatives.
Knowledge, Skills and Abilities required for the position:

Minimum Qualifications:
- A master's degree from a college or university
- Two years supervising or serving in a leadership role,
- Licensure in psychology, social work, mental health counseling, family and marriage therapy or closely related field.
- Three years of post-graduate experience treating mental health and/or substance use disorders.
- Valid Class E Driver License.
Preference will be given to applicants who have:
- Experience of the child welfare and behavioral health systems and knowledge related to the impact of behavioral health conditions on parenting capacity.
- Experience in substance abuse prevention, treatment, or recovery support service.
- Experience coordinating community-based services for individuals or families.
- Experience with motivational interviewing.
