The Work You Will Do:

Bicycle/Pedestrian Coordinator / Planning & Environmental Management Office (PLEMO)

 

 This position will fulfill FDOT’s mission to create a safe statewide transportation system for all users by serving as the District Americans with Disabilities (ADA) Coordinator. In the role of the ADA Coordinator this position will ensure that FDOT projects at District 6 comply with accessibility standards as outlined in the FDOT Design Manual. This position also fulfills FDOT’s mission to promote the efficient movement of people and will seek to implement infrastructure to include non-motorized modes, such as bicyclists, pedestrians, and non-motorized trail users. The position has the responsibility of reviewing FDOT District 6 design plans for opportunities to include bicycle and pedestrian facilities and/or enhance existing facilities. To fulfill FDOT’s mission of improving the quality of life and connectedness of the state’s communities, this position will develop professional relationships with several internal and external customers to identify the needs of the communities as it relates to FDOT’s transportation infrastructure. This position will serve on community task force initiatives and will represent the FDOT at many community engagement events.

Annual Salary Range:

$ 59,381.15 - $76,846.20

 

A Competitive Area Differential (CAD) additive in the amount of $1,976.00 will be added to the annual salary.

 

Your Specific Responsibilities:

 Serves as District Americans with Disabilities Act (ADA) and Bike/Pedestrian Coordinator, reviews accessibility compliance on District projects through plan reviews and training of district staff. Manages the review of District design plans for compliance with ADA. Maintains the ADA complaint log and develops plans for compliance with ADA criteria.

 

Perform engineering reviews and evaluations of project plans at various stages of development to ensure that bicycle/pedestrian facilities are effectively designed and integrated in accordance with State Policy and Standards and are consistent with applicable bicycle/pedestrian plans. Make recommendations for improvements, as needed.

 

Attend meetings and participate in the Bicycle/Pedestrian Advisory Committees of the Transportation Planning Organizations (TPOs) and Citizen Advisory Committees within the District. Participate in an advisory role in development of TPO Bicycle/Pedestrian Plan. Maintains effective contact with local governments to develop, maintain and update a District Bicycle Facilities Map, which delineates existing and proposed bicycle facilities on the State Highway System.

 

Participate in the project planning activities to ensure that pedestrian/bicycle facilities are considered in the project concepts. This includes review of Project. Development & Environmental (PD&E) plans, design scope of work, traffic study concepts, signal plans, as well as applications for funds with bicycle or pedestrian facilities involved.

 

Coordinate with Bicycle/Pedestrian Safety Specialist in the Traffic Operations Office and assist in programming bicycle/pedestrian related safety improvement projects.

 

Provide technical assistance and disseminate information relating to design and construction of bicycle/pedestrian facilities for Florida Department of Transportation (FDOT) personnel, consultants, local government and the general public. This includes the annual identification, promotion and scheduling of approved bicycle/pedestrian training classes in coordination with the District Training Manager.

 

Review permit applications on an as needed basis. Assist area Operation centers with review of permits and make recommendations to ensure compliance with State and Federal requirements as it pertains to Americans with Disabilities Act (ADA), bicycle and pedestrian safety.

 

Assist the District Title VI Coordinator in monitoring and reporting the Department's compliance with the Title VI and related statutes.

  • Identify Bicycle/Pedestrian/Americans with Disabilities Act violations, select

counter-measures and select a method for incorporating into an action plan or project plans. 

Attend and participate outdoor program events.

 

Licensure/Registration/Certification Requirements:

  • None required.

 

Other Job-Related Requirements:

  • During a declared emergency event, the incumbent will be required to assist the District as needed.

 

Minimum Qualifications:

Four (4) years of professional experience in the field of transportation, planning, public administration, or engineering to which the position is assigned. A bachelor’s degree from an accredited college or university with a major in either of the following fields: civil or traffic engineering, urban planning, public or business administration, multimodal transportation planning, or GIS (Geographic Information Systems) mapping, may be substituted for experience on a year-per-year basis.
