This position requires a valid Class E driver license with an acceptable driving record in accordance with the Department's Drivers Record Requirements Policy. An unacceptable driving record is defined as any of the following:

  1. three (3) or more moving violations in the past 3 years that accumulate 3 or more points per violation;
  2. any 2 convictions of reckless driving in the past 3 years;
  3. a suspension or revocation of the driver license for moving violations in the past 3 years; and
  4. a suspension or revocation for refusal to take a sobriety test, or any suspension or revocation for a DUI conviction in the past 4 years

POSITION DESCRIPTION: Ensure safe and efficient traffic control of the State Highway System during maintenance, incidents, special events and construction activities. Conduct field reviews to ensure the Maintenance of Traffic is being carried out in accordance with plans and specifications. Establishes periodic inspections (day and night) of Maintenance of Traffic (M.O.T.) operations on maintenance, incidents, special events and construction projects during critical times such as initial work and phase changes. Responsible for the implementation of the necessary revisions to rectify or shut down these operations if they are deemed unsafe or unauthorized.

 

Review design plans during phase submittals for M.O.T. features and issues. Assist personnel in developing M.O.T. concepts including level planning.

 

Establish and implement a process to mainstream the use of Intelligent Transportation System (ITS) technology into field traffic control. This will require the coordination of activities of multiple offices including Construction and Design.

 

Manage Construction Contract work orders for the unit. Arrange M.O.T. training for the unit.

 

Assist Construction and Construction Engineering Inspection staff with M.O.T. issues, phase changes and evaluating M.O.T. alternatives proposed by contractors.

 

Act as Traffic Operations representative at all pre-construction meetings, semi-final and final inspection of construction projects.

 

Investigate and respond to requests from public agencies, private organizations and individuals concerning various traffic engineering and traffic operations issues.

 

Review M.O.T. plans for permit work and special events. Assist District Public Information Office with news releases as they relate to roadway closures, detour routes, etc.

 

Respond to and document major freeway incidents and accidents that occur within construction work zones.

 

KNOWLEDGE, SKILLS AND ABILITIES: KNOWLEDGEABLE OF AND SKILLED AT CONCEPTS, TERMINOLOGY, DESIGN PRINCIPLES AND ANALYTICAL TECHNIQUES IN THE FIELD OF TRAFFIC OPERATIONS ENGINEERING; KNOWLEDGE OF AND EXPERIENCED WITH FLORIDA DEPARTMENT OF TRANSPORTATION (FDOT) DESIGN STANDARDS, FDOT PLANS PREPARATION MANUALS, FDOT STANDARD SPECIFICATIONS FOR ROAD AND BRIDGE CONSTRUCTION, MANUAL OF UNIFORM TRAFFIC CONTROL DEVICES, AMERICAN ASSOCIATION OF STATE HIGHWAY AND TRANSPORTATION OFFICIALS (AASHTO), MANUAL OF UNIFORM OF TRAFFIC STUDIES (MUTS) AND TRAFFIC ENGINEERING MANUAL (TEM); KNOWLEDGEABLE OF AND SKILLED AT USING PROGRAMS SUCH AS SIGN DESIGN AND MULTI-POST SIGN DESIGN. KNOWLEDGE OF FDOT POLICIES AND PROCEDURES RELATING TO ADMINISTRATIVE AND TECHNICAL WORK. KNOWLEDGEABLE OF AND SKILLED AT THINKING LOGICALLY, ANALYZING AND SOLVING TRAFFIC OPERATIONS OPERATIONAL PROBLEMS; KNOWLEDGE OF AND SKILLED AT PROJECT MANAGEMENT; KNOWLEDGE OF THE CORRECT USE OF ENGLISH GRAMMAR AND PUNCTUATION IN COMMUNICATING SPOKEN AND WRITTEN BUSINESS PRODUCT; KNOWLEDGEABLE OF AND SKILLED AT CURRENT COMPUTER PROGRAMS AT AN INTERMEDIATE LEVEL. OTHER JOB RELATED REQUIREMENTS: THE INCUMBENT OF THIS POSITION MAY BE REQUIRED TO WORK EXTRA HOURS. DURING A DECLARED EMERGENCY EVENT, THE INCUMBENT WILL BE REQUIRED TO ASSIST THE DISTRICT AS NEEDED. THIS POSITION REQUIRES TO DRIVE A STATE OWNED OR LEASED VEHICLE TO PERFORM THE DUTIES OF THIS POSITION, A CLASS "E" DRIVER'S LICENSE IS REQUIRED.

 

MINIMUM QUALIFICATIONS: A high school diploma and five years of engineering, traffic studies, or traffic safety experience; or An associate of arts or science degree in computer science, engineering technology, or similar relevant area of study and three years of engineering, traffic studies, or traffic safety experience; or A bachelor's degree from an accredited college or university with a major in engineering, computer science, engineering technology or similar relevant area of study and one year of engineering, traffic studies, or traffic safety experience; or Successful completion of the Fundamentals of Engineering Exam and has an Engineer in Trainee (EIT) certification in either Florida or another State; or An active International Municipal Signal Association (IMSA) Signs and Pavement Marking certification.
