POSITION DESCRIPTION:  Performs engineering work in the technical review of engineering documents for the Department’s permit issuance program and related agreements.   Coordinates and implements the planning, review, processing, and final preparation for the issuance of permits assigned to the district office.  Coordinates technical reviews with subject matter experts on all permits handled by maintenance and maintenance/construction agreements within the Department as necessary to ensure compliance with code, specifications, standards and statutes prior to issuance of permits. Compiles comments and concerns raised during the review process and reconciles any comments that may conflict; elevating concerns as necessary for final approval. Coordinates all communications with the engineers, developers, or utility company representatives for additional information which may be required to meet all standards, specifications, rules, regulations and guidelines. Tracks and coordinates permit work within the Department’s 5 year work program.  Facilitates the execution of maintenance and construction agreements. Reconciles fees associated with district office approved permits and mitigation contributions. Maintains/provides accurate and complete records of permits including tracking of ongoing permit reviews in the Department’s Permit Tracking System and fulfilling public record requests.  Assures permit review process is completed on or ahead of district established policy requirements.

 

Meets with public officials and the private sector to advise of the permitting process.  Provides pertinent information to applicants and engineers regarding the permitting process and assist them as needed throughout the process for approval. Performs field review of permit site conditions as needed during permitting and construction process with permittee, consultant, Department staff at the unit level, and city/county officials to assure compliance with Department standards, specifications, and the permitted plans. Promotes good public relations with customers while maintaining the policies of the Department. Provides accurate and timely verbal and written responses to the public and other Department personnel.

 

Coordinates utility operations minimizing delays to projects through early identification and timely resolution of conflicts for construction, maintenance, materials, and design of roadways within the State Highway System right-of-way.  Conducts and attends preconstruction utility conferences and attends on-site meetings as needed to monitor utility relocations and to identify possible conflicts.

 

Assists with the Quality Assurance/Quality Control reviews of all permits offices throughout the district.

 

Reviews district permit customer survey information. Identifies patterns and investigates permit related complaints and submits reports to the District Permit Engineer. Assists with other permitting assignments as required.

OTHER JOB RELATED REQUIREMENTS: Due to the nature of this position, incumbent must respond to emergencies.  Must obtain and maintain certification in Maintenance of Traffic - Advanced Level.

 

MINIMUM QUALIFICATIONS:  High School Diploma or Certificate of High School Equivalency and two years of infrastructure design, construction, or maintenance experience or an Associate’s Degree.

A Competitive Area Differential (CAD) additive in the amount of $1,976.00 will be added to the annual salary.
