Minimum Biweekly Rate of Pay:  $2,033.07 (In accordance with current spending restrictions, if the appointment is an internal promotion, the position will be filled at the minimum of the pay grade or up to 5% of the employee’s current rate, whichever higher.)   

POSITION DESCRIPTION:

Incumbent of position supervise employees, spends the majority of the time communicating with, motivating, training, and evaluating employees, planning, and directing employee’s work.

Provides mentoring and technical assistance to the superintendents in the South Region related to operational and programmatic issues in the centers and is available for consultation with the superintendents on a regular basis. Performs site visits to the various detention service centers in the South Region on regular basis, reviewing the operational status of the centers during these visits meeting with the superintendent and other staff, performing record reviews, as well as appropriate inspections. Reviews compliance with established policies and procedures by the superintendents in area to include, but not limited to: compliance with reporting requirements for the Central Communications Center and follow-up on required corrective actions, compliance with the polices for use of the Juvenile Justice Information System (JJIS) and the Detention Facility Management System (FMS), security reviews and audits of the centers, corrective action plan (CAP) development and implementation as a result of security audits, quality reviews, contract monitoring. Collects reports from the superintendents, compiles regional response and submits to headquarters or others as required. Serves on various departmental work groups as established for special assignments as related to operational and programmatic matters in detention services. Represents the region at various meetings and activities throughout the region as assigned. Prepares correspondence for regional director and program Operations and Program Manager (OPM) as assigned. Assists in coordinating and integrating program philosophy, concepts, policy development, implementation, and effectiveness measures. Assists in developing, improving, and expanding the quality-of-life programs and conditions of confinement activities for all juvenile offenders placed into secure, home, or non-secure detention. Assists in assessing juveniles and facility needs; conducts program effectiveness assessments in meeting juvenile needs from a service delivery system within the regional area in compliance with Florida Statues. Assists in community resource development for each detention center. Assists in ensuring policies and procedures are current. Assists in developing and administering short-term intra-program planning for juvenile detention program, including the development of program specific standards, quality improvement, monitoring and quality control measures for each program. Assists in ensuring full compliance with all applicable policies, procedure, and federal regulations related to the National School Lunch (NSL) and Breakfast Program within the facility. Assists in establishing and updating program goals, objective, and performance criteria for the juvenile detention centers. Assists in developing comprehensive long-range plans for juvenile detention program with the area of responsibility Maintains current, up-to-date knowledge based relative to detention practices; knows the law and national standards, particularly governing the juvenile detention programs being administered. Performs other related duties as assigned.

MINIMUM QUALIFICATIONS FOR THIS POSITION INCLUDE THE FOLLOWING REQUIRED ENTRY LEVEL KNOWLEDGE, SKILLS AND ABILITIES:

Knowledge of the methods of data collection and analysis.

Knowledge of basic management, principles, and practices.

Ability to collect, evaluate and examine data to develop alternative recommendations, solve problems, document workflow and other activities relating to the improvement of operational and management practices.

Ability to organize data into logical format for presentation in reports, documents, and other written materials.

Ability to conduct fact-finding research.

Ability to utilize problem-solving techniques.

Ability to understand and apply applicable rules, regulations, policies, and procedures relating to operational and management analysis activities.

Ability to plan, organize and coordinate work assignments.

Ability to communicate effectively.

Ability to establish and maintain effective working relationships with others.

PREFERRED QUALIFICATIONS:

Preference will be given to candidates with at least three years of management/leadership experience.

SPECIAL NOTES:

All prospective candidates will be subject to a sex offender check, criminal background checks (state, local, and national) and pre-employment drug screening for direct care positions.

When identified on a position description, a valid driver’s license is required. If initially hired with an out-of-state license, the Florida resident must obtain a valid Florida state driver’s license within 30 days of hire. Licenses suspended or revoked for any reason, work permits (Business purpose/Employment/education only licenses) and some types of restricted licenses are not acceptable.  Licenses that have Corrective Lenses Restriction are acceptable, provided the driver wears corrective lenses while operating the vehicle.

 985.66 Florida Statute Requirement:

Be at least 19 years of age. 

Be a high school graduate or its equivalent as determined by the department.

Not have been convicted of any felony or a misdemeanor involving perjury or false statement or have received a dishonorable discharge from any of the Armed Forces of the United States.  Any person, who after September 30, 1999, pleads guilty or no lo contendere to or is found guilty of any felony or a misdemeanor involving perjury or false statement is not eligible for employment, notwithstanding suspension of sentence or withholding of adjudication.  Notwithstanding this subparagraph, any person who plead no lo contendere to a misdemeanor involving a false statement before October 1, 1999, and who has had such record of that plea sealed or expunged is not ineligible for employment for that reason.

Abide by all provisions of s. 985.644 (1), regarding fingerprinting and background investigations and other screening requirements for personnel. 

Execute and submit to the department an affidavit-of-application form, adopted by the department, attesting to his or her compliance with sub paragraphs 1-4.  The affidavit must be executed under oath and constitutes an official statement under s. 837.06.  The affidavit must include conspicuous language that the intentional false execution of the affidavit constitutes a misdemeanor of the second degree.  The employing agency shall retain the affidavit.
