Your Specific Responsibilities:

Supervises and provides leadership and guidance to subordinate positions in the Drainage Design Unit. Leads staff, leads change, builds coalitions, exercises business judgment, monitors progress, and delivers results. Supervises employees by communicating regularly, motivating, evaluating, planning, and directing employee work. Initiates and follows through with personnel actions, completes performance appraisals, and provides training opportunities and resources to subordinate positions. Delegates and supervises drainage design production and permitting activities. Completes performance appraisals in accordance with the Performance Management System. Performs duties as Engineer of Record and Project Manager for Florida Department of Transportation (FDOT) drainage projects. Performs all duties associated with the complete assembly of drainage construction plans and specifications of assigned projects. Prepares, delegates and supervises drainage design activities. Designs and signs and seals drainage and stormwater management systems as they relate to highway projects. Performs advanced engineering work and supervises and directs the preparation of highly complex drainage construction plans and stormwater management systems as it relates to highway projects. Prepares calculations used to design drainage/stormwater management systems utilizing computer programs, such as Advanced Interconnected Pond Routing (ADICPR), Hydraulic Engineering Center’s River Analysis System (HEC-RAS), GEOPAK Drainage, PONDS, etc. Performs plans review for all phases of design, including reports, studies, and permit packages. Assists in the preparation of inhouse permit applications for submittal to regulatory agencies. Coordinates, distributes, and monitors drainage and permitting unit review assignments. Exercises mature engineering judgement in drawing creative conclusions and recommends changes to stormwater design methodology. Maintains thorough knowledge of Drainage design and Stormwater and Environmental Permitting criteria, Policies, Regulations, procedures, and engineering policies relative to plans production. Administers the unit's Quality Assurance/Quality Control (QA/QC) plan and participates in Quality Assurance Reviews (QAR's). Signs and seals engineering documents

Manages district-wide drainage design contracts which require preparation of Letters of Authorization, Scope of Services, invoice authorizations, consultant negotiations, budget management, and other miscellaneous duties. Assists the Florida Department of Transportation (FDOT) project managers with consultant selections, scope preparations, staff hour negotiations, schedules, cost estimates and related items. Administers one or more district wide contracts requiring preparation of Task Work Orders, Scopes of Services, invoice authorizations, consultant negotiations, budget management, and other miscellaneous duties.

Assists in the development and delivery of training courses or presentations in the areas of stormwater and permitting to a variety of audiences.

Assists the District Drainage Design Engineer with duties as needed. Provides technical input and oversight to other Drainage Unit personnel in the development and recommendation of changes to standards, policies, and procedures related to stormwater design and permitting. Responds to inquiries on the Drainage Manual, Drainage Handbooks, and other design aids and references with the latest standards, procedures, and guidelines and reports inconsistencies to the District Drainage Engineer. Provides expert witness testimony as needed on behalf of the Drainage unit. Help establish the Design Office Business Plan, and ensures the goals are successfully achieved

Provides drainage and permitting related technical support to other Florida Department of Transportation (FDOT) departments and design teams as needed. Coordinates drainage design with other agencies such as counties, cities or Water Management Districts and serves as a liaison between the Department and agents of the Regulatory Agencies. Applies knowledge of federal, state, and regional regulatory agency rules and regulations and understanding of hydrologic engineering principles, practices and computations to help the Department obtain all necessary permits. Provides technical support as needed to the Florida Department of Transportation (FDOT) mitigation banking program including research, wetland functional assessments, accounting, and mitigation advertisements. Provides technical support to other mitigation programs as required. Determines and sets right of way requirements for drainage and serves as an expert witness. Provides expert witness testimony for Eminent Domain cases.

Prepares and signs and seals Bridge Hydraulics Reports and Bridge Hydraulics Recommendation Sheets. Recommends the most appropriate configurations and scour protection alternatives for bridge sites. Performs hydraulic studies and prepares hydraulic reports such as Location Hydraulic Reports and Pond Siting Reports for Project Development Studies and Design. Provides recommendations on permitting aspects during the Project Development & Environmental (PD&E) process and Design phases on multiple types of transportation projects. Performs field reviews on projects to determine drainage areas and flow patterns and to establish highwater controls. Prepares drainage maps and determines drainage structure adequacy for meeting hydraulic and safety standards. Determines and sets right of way requirements for drainage.

Minimum Qualifications:

Registration as a Professional Engineer as required in accordance with Chapter 471, F.S.
