The Work You Will Do:

Final Estimates Specialist Trainee / District Six / Director of Operations / District Construction

 

This position will assist with auditing Final Estimate packages for accuracy and compliance, perform technical calculations, and prepare Post Audit Review reports. Responsibilities include supporting project activities from initial submittal to final closeout, maintaining records, coordinating meetings, and ensuring documentation is properly processed and archived. The role also involves assisting with construction audits, quality control reviews, reconciliation packages, and serving as a liaison between the Final Estimates office and project personnel.

Anticipated Hourly Salary:

$25.43

 

A Competitive Area Differential (CAD) additive will be added to your salary based on number of hours worked. The pro-rated CAD amount will be calculated from $1,976.00

 

Your Specific Responsibilities:

Assists with audits of assigned Final Estimate packages for completeness and accuracy, including multiple complex projects, and assists with assurance of conformance with contract documents, specifications and Department procedures. Makes technical geometric and mathematical calculations. Assists with preparation of Post Audit Review (PAR) report on each submittal detailing errors and omissions, if any.  Assists with the performance of inventories of the Final Estimate submittal packages for completeness.  Assists with preparation of reports as necessary, including to update District Construction Services Manager of PAR results. Assists with maintaining spreadsheet/Computer program of all passed projects key dates including construction time and money measures. Assist with drafting reports with explanations of any project exceeding these measures for submission to the District Construction Services Manager.

 

Assists with the performance of all administrative functions necessary throughout project lifecycle from initial submittal of final estimates package to final closeout (including Federal Highway Administration (FHWA) closeout). This is to include the processing of unpaid bills, As-Built plans, subsequent payments after Offer of Final Payment, sublet agreements, required correspondence, qualified acceptance letters  (with disputed items) and Form 21-a. Assists with conducting all Final estimates meetings including Final  Estimates “Kick-Off” meeting with Project Administrator and staff, highlighting, and discussing pay items  and any unique aspect of the upcoming project. Assists with ensuring all project documentation has been scanned into Electronic Document Management System (EDMS). Assists with managing records and preparing for destruction of final estimate files when statutory and procedural timeframes are met.

 

Assists with the performance of Construction audits for Local Agency (LAP) projects in accordance with existing federal requirements for Construction's LAP oversight program. Participates in field visits to monitor compliance with approved plans and specifications. Assists with project close-out phase.

 

Assists with preparing and submitting Locally Funded Agreements (LFA) and Joint Participation Agreements (JPA), reconciliation packages for submittal to Tallahassee. Assists with answering questions and participates in Kick-Off meetings with the Project Administrators in reference to LFA's and JPA's.

 

Assists with the performance of Quality Control (QC) & Field Reviews of on-going construction projects and reviews "As-Built" plans in the field. Serves as the liaison between Final Estimates office and construction project personnel.

 

The Successful Candidate will have the following required Knowledge, Skills, and Abilities:

 

Knowledge of:

  • Knowledge of and skilled at mathematics and calculation practices using mathematics to solve problems to include calculating areas, volumes and final quantities.
  • Knowledgeable of and skilled at organizing and maintaining assigned schedules

Skills in:

  • Skilled in utilizing computers and software programs that assist with work activities.
  • Skilled at conducting field reviews and office reviews.

Ability to:

  • Ability to communicate effectively both orally and in writing with general public, work contacts and co-workers.
  • Ability to establish and maintain effective working relationships with others.

 

Licensure/Registration/Certification Requirements:

  • This position requires certification in Final Estimates Level I and Level II through the Construction Training Qualification Program (CTQP). Must obtain within six (6) months and maintain thereafter.

 

Other Job-Related Requirements:

  • During a declared emergency event, the incumbent will be required to assist the District, as needed.

 

Minimum Qualifications:

  • A high school diploma or its equivalent; 2 years of experience in a related field can substitute for the high school diploma or equivalency.
