Your Specific Responsibilities:

This is an Engineering position which requires some level of environmental engineering skills. The incumbent is responsible for the implementing compliance enforcement strategy as established by the Drinking Water Program Administrator. It requires decisions and detailed knowledge of engineering, particularly permitting potable water treatment techniques, sampling, and laboratory analysis, as well as thorough understanding of Florida Law and Department rules pertaining to the Florida Safe Drinking Water Act (SDWA) including but not limited to Chapter 62-550, 62-555, 62-560 and 62-699 F.A.C. Specific duties and responsibilities are as follows:

 

Assists the Professional Engineer with the review, compliance and monitoring of the Lead and Copper Rule. All community water systems (CWSs) and non-transient, non-community water systems (NTNCWSs) are subject to the Lead and Copper Rule requirements. Provide direct monitoring of public water systems in the county for compliance with State and Federal regulations, including Ground Water Rule, Stage 2 Disinfection Byproducts, Revised Total Coliform Rule and Group 4 Unregulated Contaminants.

 

Provide direct assistance to the Engineer Supervisor on several aspects of the program and can act as his backup when delegated or in the absence of the supervisor. As an Engineer can process general permit applications for public drinking water systems as required by the Safe Drinking Water Act. Examines engineering drawings and reviews them for proper engineering aspects.  Reviews and examines drawings for size, sequence of treatment processes and evaluation or treatment application of water involved to make it potable and ensures proposal meets all drinking water standards set forth in applicable state rules, county ordinances and resolutions.  Evaluates water analysis with respect to regulations for chemical analysis and contents to meet requirements for portability. Initiates and participates in legal actions to obtain compliance when violations are not corrected or when conditions require immediate closing of facilities to protect the health, safety and welfare of the patrons. Conduct on-site complaint investigations, preparation of enforcement letters and monitoring reminders.

 

Develops and maintains a GIS database for the drinking water program for use of the GIS equipment for creation of Maps and reports.  Functions as Project Manager, planning, scheduling, and sampling of areas with contaminants. Prepares reports of assigned Projects under management for presentation to Supervisors, affected groups and public.  Interacts with other State and Local agencies on different issues regarding the drinking water quality.  Also interacts with the areas where contaminants are found. 

 

Assists the Professional Engineer in the review of 4-log virus removal applications and other plan reviews for specific permits, inspections, sanitary surveys and sampling as required. Prepares documentation and application for grants and research opportunities that would enhance the services provided by the program

 

Participates in the execution of the overall department’s strategic plan, and in particular, the strategic plan for Environmental Health.   This includes, but is not limited to client satisfaction, data collection and analysis, seminar and training attendance, process management, employee satisfaction, emergency situations etc.

 

Have working knowledge of the FDEP/DOH Interagency Agreement, FDEP Drinking Water Rules, having read and being familiar with and use as guide regarding sampling frequencies, etc.  Chapter 62-550, 62-555 F.A.C. and other related publications.

 

Attends meetings with the Local Government and Public Water Systems regarding the contamination and remediation of sites that directly affect the Public Water Systems or major modifications that impact the quality of the water produced by Public Water Systems. Attends Meetings, Teleconferences as required by Supervisor in conjunction with DEP program for PWS, SUPERACT, TOXICS, and LIMITED USE.

Required Knowledge, Skills, and Abilities:

  • Knowledge of basic principles of environmental health or one of the natural or physical science, like biology, environmental studies, chemistry, including knowledge of scientific terminology and technology.
  • Skill in methods of data collection including the ability to collect, record, and analyze technical data relating to environmental health.
  • Ability to understand and apply applicable rules, regulations, policy and procedure related to environmental health, including enforcing regulation.
  • Ability to establish and maintain effective working relationships with community leaders and others in a stressful environment while providing total quality environmental health services.
  • Ability to effectively communicate orally and in writing plus the ability to read and interpret written materials.

Qualifications:

Minimum –

Bachelor’s degree in engineering or science from an accredited college or university valid driver's license, reliable automobile to conduct work related activities.
