Your Specific Responsibilities:

This position spends the majority of the time engaged in supervisory responsibilities. This includes communicating with, motivating, training, and evaluating employees in addition to planning and directing employees' work. The incumbent has the authority to hire, transfer, suspend, lay off, recall, promote, discharge, assign, reward, or discipline subordinate employees or effectively recommend such action. The incumbent will also be required to develop performance expectations, meet with staff regularly to discuss performance, complete performance reviews, maintain vacation and work schedules, ensuring proper coverage, and complete timesheets.

 

Director of the Environmental Health & Engineering Division administers , directly responsible for the management  and implementation of  comprehensive  environmental public   health and  engineering  regulatory programs including: Florida Safe Drinking  Public Water Systems, Onsite Sewage Treatment and Disposal Systems,  Investigate drinking water wells  contaminated  due to releases from Gasoline Stations and Dry Cleaning facilities, Environmental Health Risk Assessments and Health Risk Communications,    Air Quality,  Biomedical waste and Body Arts Programs, Food Hygiene and Group Care Facilities, Mobile Home Parks, Migrant Camps and Residential Facilities, Florida Healthy  Beaches and Public Notification program,  Sanitary Nuisance Inspections and Complaint Investigations,  Epidemiological Investigations, Emergency Preparedness and Response. This individual will be responsible for all leadership, managerial and supervisory duties including, but not limited to, hiring and selection, developing programs and staff performance plans, conducting performance appraisals, planning and directing their work, approving leave, and taking disciplinary action as appropriate. Serves as a member of the DOH-Miami-Dade Senior Leadership Team and acts for the DOH-Miami-Dade Health Officer/Administrator when needed. EPH in DOH-Miami-Dade is delegated by FDEP to fully administer the Federal and Florida Safe Drinking Water Acts this includes the core three functions engineering permitting, compliance, and enforcement. Under Florida law 403FS - Administering public drinking water programs in Florida requires that a Licensed professional Engineer in Florida provides this responsibility.   This position requires independent judgment, initiative, applying general knowledge of business practices and skill in applying instructions to accomplish various job functions. 

 

Represents the Department in Environmental matters before the County Commission, the Environmental Control Hearing Board, the Environmental Regulation Commission, and other similar federal, state, county and municipal bodies. Prepares supporting technical data for use in the county in environmental engineering and environmental public health matters.

 

Participates in meetings and conferences with other agencies and consulting engineers relating to the construction/operation of systems/facilities.  Provides professional guidance regarding the design and functional performance of equipment and systems.

 

Participates in the review of construction/operation permit applications for projects of a complex or controversial nature including proposed air pollution sources, sanitary landfills, solid waste resource/recovery operations and septage treatment/disposal facilities and responsible for final agency action.

 

Implement a program for the protection of food, air, and surface and groundwater quality.  Prepares study outlines and objectives for monitoring programs and environmental surveys to assess the effects of pollution discharges on water quality and the impact on public health, beneficial uses and aquatic environment, edits final reports on findings and recommendations.

 

Incumbents will lead, manage, and   supervise all staff in those programs   including env. Spec., env. Eng., inspectors, admin. Staff, program mgrs., and supervisors, professional engineer(s) and perform the following added duties:

 

Supervises a staff of environmental health professionals, engineers in the management and enforcement of environmental public health and engineering programs.

 

Participates in the planning functions including formulation, implementation and evaluation of programs and services.

 

Prepares supporting technical data for use in the county in environmental engineering and environmental public health matters.

 

Participates in meetings and conferences with other agencies and consulting engineers relating to construction/operation of systems/facilities.  Provides professional guidance regarding the design and functional performance of equipment and systems.

 

Participates in the review of construction/operation permit applications for projects of a complex or controversial nature including proposed well-fields, water treatment plants and storage facilities and onsite septic treatment/disposal facilities and responsible for final agency action.

 

Implement a county wide beach monitoring program.

 

Supervises the preparation and submission of managerial and financial documents such as federal grant applications, the annual budget and capital equipment purchases.

 

Perform Site visits and do analysis of specific problems or concerns.  Act as team leader responsible for developing investigations.  Reviews reports and statistical data as basis for action and for reporting.  Serves on interdisciplinary staff teams in developing and/or troubleshooting to promote optimum resolution and follow through on implementation.

 

Meets with higher level management on problems and policies related to programmatic and operational issues.  Review administrative policies as well as guidelines related directly to implementation.  Evaluates impact on operation and potential problems.

 

Leads the efforts of building the health dept.’s capacity in the concept and practice of the Health Impact Assessment (HIA); Provides HIA trainings to community partners directly through our DOH State Health Office with the goal of incorporating the HIA into the various community projects the DOH is heavily involved in.

 

Works through the department’s Consortium for a Healthier Miami-Dade and/ Health and Built Environment Committee with the various municipalities in incorporating community land use, complete street principles and other health policy principles for active living in their Comprehensive Development Master Plan.

 

Provides toxicology oversight and the services provided to the County and City of Miami; Responsible for coordinating with the DOH Toxicologists all health risk assessments needed for any and all contaminated public sites in the county i.e. City of Miami and Miami Dade County Parks facilities.

 

Directly coordinates with the FDOH State Toxicologists review and approval of all completed health risk assessments using all data available including environmental assessment reports, and community feedback; Responsible for communicating these assessments with the community via town hall community meetings, media interviews, etc.

 

Work closely with the DOH-Miami-Dade Public Information Officers and our partners in the regulatory arena and our partners in the community to design and deliver appropriate public health messages for/to the community. 

 

Reviewed, approved and issued General and Construction specific permits for all water main extensions, plants for all public drinking water systems - review engineering applications, plans, laboratory data, and all applications’ supporting documents.

 

Review and certify all completed drinking water projects - water main extensions, plants and their various treatment components. This includes reviewing engineering applications to place water systems into service, water quality data, pressure tests including pressure tests for back flow preventers

 

As a principal member of the Miami-Dade County Sewage spills response group- Responds to all sewage spills in the county. As per the Approved Consent Decree between WASD and EPA. This includes design and implementation of water quality sampling plans, public notifications, posting signs, meetings, teleconferences, reviewing water quality reports, and lifting advisories

 

Review beach water quality data on weekly basis. Issue and lift beach advisories, as well as participate in several community events to discuss beach water quality within Miami-Dade County.

 

Provide oversight and work alongside a professional engineer and provide support to the OSTDS and public swimming pools program managers, plans reviewers, and inspectors in all aspects of those programs especially review and approval of OSTDS engineered and designed systems, new and modified public swimming pools - innovative designs, systems designed in manufacturing and industrial zones, conventional systems

 

Perform other related duties as needed including but not limited serving as a member of the DOH-Miami-Dade Senior Leadership Team and provide delegated authority in the absence of the DOH-Miami-Dade Administrator/Health Officer.

Qualifications:

Minimum-

Valid driver’s license, access to a reliable vehicle to use for work purposes, three years of working experience in environmental health, regulatory inspections, environmental compliance, environmental risk assessments, or related areas, public speaking experience, three years of supervisory or team-lead experience.
