Your Specific Responsibilities:

This is a highly professional position responsible for independent and highly complex administrative and/or programmatic work involving the management of contractual agreements in the Contract and Services Division of the Florida Department of Health in Miami-Dade County, in accordance with pertinent Federal and State Laws, Rules and Regulations.  This is administrative and consultative work involving identification and resolution of operational and problems for the Department.  The incumbent in this position is responsible for conducting administrative and/or programmatic activities involving monitoring, evaluating, formulating and analysis of contracts.  Specific duties and responsibilities are as follows:

Undertakes face to face negotiations with sophisticated providers of services in order to enhance the opportunities of concluding contracts and memorandum of agreements which will assist the achievement of the Department's stretegic objectives in these partnerships and for the benefit of the commmunity. These negotiations involve not only new contracts but for renewals and iterim revisions during the fiscal year. Develops, processes, monitors/ensures programmatic monitor of assigned contracts. As necessary, prepares and coordinates assignments pertaining to these contracts. Review statutes, policies and procedures pertaining to contract management, in order to provide interpretative guidelines to providers and to the Florida Department of Health staff. Maintains current up-to-date policies, procedures and guidelines.  Provides daily consultation and assistance to management and programatic staff in the management and operations of services programs and responsibilities.

Inspects, processes, and approves providers invoices with corresponding deliverables for payment within established timeframes in accordance with Secion 215.422, F.S.

Monitors the providers performance, at the minimum, annually to ensure compliance with contract and programmatic terms and conditions.  Consults with program supervisors and administrative staff to resolve programmatic, administrative and operational issues and problems.  Reconciles FLAIR with contract log expenditures on a monthly basis.  Reviews contract deliverables and expenditures to determine compliance with established contract terms and time frames.  Responsible for assisting in the marketing of proposals regarding public health services and special trainings provided by the Department of Health agencies as well as other appropriate industries as they may relate.

Maintain all required documentation in the contract manager's file in accordance with Department of Health Contract Management documentation requirements.  Handles miscellaneous assignments and other duties as determined by the supervisor.  Serves on various committees and attends workshops, seminars, conference, and training sessions to maintain and enhance professional development.

Contract Unit HR Liaison: Assists Operations & Mgmt. Consultant MGR with hiring staff for the Contract Unit. Includes but not limited to, preparing, and submitting documentation required for hiring: Qualifying questions, KSAs, Spreadsheet to Determine Interviews, Interview questions, and Scoring Spreadsheets. Submits Documentation to HR for advertisement posting. Schedule Interviews and obtains post interview documentation. 

 

New Hire Onboarding: Prepare workspace for New Hire in the Contract Unit. Submit SARF tickets. Place purchase orders and work with IT to purchase new equipment, whenever necessary for new and current staff.

Provide them with all the necessary access (request ECRS, Teams group(s), AXIOM Pro and F.A.C.T.S., SharePoint, etc.) 

 

Administrative Liaison: Assists Operations & Mgmt. Consultant MGR with administrative duties including ordering business cards, nameplates, and office supplies. Schedule quarterly staff meetings and draft agendas. Request the addition of new hires to the monthly meetings list. Maintains Telework Spreadsheet, Maintains Caseload Log and Calendar for Contracts Unit, Facilitates the scheduling of Contract Trainings (FCCM, Advanced Accountability, Recertification, etc.), Facilitates with record storage and maintains log.

 

Office Maintenance Liaison: Submits requests to Lease Liaison for maintenance from Prologis. Submits Facilities Ticket for small inhouse maintenance requests. Maintains adequate supplies and places purchasing requests either with purchasing office or warehouse, when necessary for Contract Unit. Order keys (cubicle, office, bathroom).

 

Contracts Unit Trainer: Prepares and updates Training Manual.  Designs, plans, and updates on-boarding for new hires.

 

Safety Committee Liaison for Contract Unit

 

Performs other duties as required.

Qualifications:

Minimum - Incumbent in this position is required to be a Florida Certified Contract Manager (FCCM) within 6 months of hiring.
