Position Duties & Responsibilities:

The HSMV Field Hearing Officer is responsible for conducting administrative hearings under oath to make determinations for possible reinstatement of driver licenses in accordance with Florida Statutes and DHSMV policies and procedures. The incumbent in this position will be responsible for managing a complex caseload that is subject to strict deadlines, researching case backgrounds, reviewing and evaluating testimony and evidence, and decision making in all tasks performed. This position is also responsible for issuing final orders and documenting decisions and outcomes of hearings.

  • Skill in providing excellent customer service to a diverse group of individuals, including internal and external customers, the general public, attorneys, legislators and state officials.
  • Ability to maintain the highest standards of professionalism and ethical behavior.
  • Skill in communicating effectively, verbally and in writing.
  • Knowledge of and ability to understand, interpret and apply Florida Statutes, Administrative rules and regulations, and DHSMV policies and procedures.
  • Skill in performing fact-finding research/ investigation, verifying information for compliance and preparing written reports.
  • Ability to make sound, well-informed and objective decisions based on case information, testimony and evidence.
  • Skill in reading and interpreting driver records.
  • Ability to adapt to changing work volume and variety and work efficiently under stressful situations.
  • Skill in coordinating, planning, and scheduling office tasks.
  • Knowledge of personal computers and software, including Microsoft Office Word, Excel, and Outlook.
  • Skill in entering and verifying data in electronic databases.
  • Ability to establish and maintain effective working relationships with others.
  • Ability to work independently.

Preference will be given to applicants with experience applying rules and regulations, researching and verifying information for compliance, performing customer service and preparing written correspondence and reports.

Preference will also be given to applicants who are multi-lingual (ability to speak and read foreign languages).


Special Note:

This position requires the incumbent to have and maintain a valid driver's license in good standing. A driver's license history review will be conducted on all candidates in consideration for the position.

Additional position requirements include:

  • High school diploma or equivalent (GED)
  • Ability to lift boxes weighing up to 30 lbs
  • Occasional overnight travel
  • Completion of Hearing Officer Training (Phase I and II) within one (1) year of employment.


General Information

The elements of the selection process may include a skill assessment and/or oral interview.


Applicants being considered for employment will be required to submit to a fingerprint-based background investigation, which will include a check of the criminal history records of the FBI.


The process for selecting applicant(s) for this position could take up to six months.  Following the six-month period, a new application must be submitted to an open advertisement in order to be considered for that vacancy.


HSMV employees are paid once a month on the last workday of each month.  All state employees are required to participate in the direct deposit program pursuant to s. 110.113 Florida Statutes.
