Your Specific Responsibilities:

This position is responsible for developing and implementing activities associated with HIV/ AIDS surveillance activities to include investigation of suspected and confirmed cases of Human Immunodeficiency Virus/Acquired Immune Deficiency Syndrome (HIV/AIDS) that is reportable to FDOH. This position requires acquired knowledge of health care services, principles and methods of epidemiology, and the ability to collect, and analyze data from surveillance activities. This position is assigned to the Florida Department of Health in Miami-Dade County and functions under the supervision of the HIV/AIDS Surveillance Medical/Health Care Program Analyst - SES.  The Employee in this position acts as a Field Area Manager of a Geographic Area assigned by the HIV/ AIDS Surveillance Medical/Health Care Program Analyst - SES.  Incumbent will follow Health Insurance Portability and Accountability Act and information security regulations to ensure confidentiality and privacy of the client health information. Incumbent will establish good rapport with staff and clients and provide positive customer service. Incumbent is expected to adhere to established Health Department policies and procedures.

 

Establish active liaison with medical institutions and medical specialists most likely to diagnose and provide treatment for HIV/AIDS patients.  Initiate routine procedures in conjunction with Dade County Public Health Department personnel and determines if reported cases meet case definition.  Assists in maintaining a local registry of reported cases.

 

Provide technical assistance, consultation, and training to state, city or local health officials, private and public organizations and institutions and other groups regarding investigation and surveillance of HIV/AIDS.  Develop close working relationships with all groups associated with HIV/AIDS Surveillance including organization for groups at increased risk of HIV/AIDS.

 

Advise and assist county health departments in planning, coordinating policy making and evaluating of program activities related to HIV/ AIDS surveillance.

 

Direct data collection and all surveillance activities for the assigned providers based geographical zone, as defined by clear boundaries & Zip Codes by the HIV/ AIDS Surveillance Manager to assure the monitoring of all HIV/ AIDS Activities & the reporting & of all cases from this assigned Zone to the local HIV/AIDS Surveillance Unit & to Assists in the compilation of surveillance data and provides comments to their respective zones.

 

Assist in special epidemiological investigation of all confirmed HIV/AIDS which are not members of known risk groups and assists in general field investigations of cases, suspected cases or HIV/AIDS death, and special research as designated by the central office in Tallahassee.

 

Perform the duties of the HIV/AIDS Surveillance Liaison between FDOH all private & Public Health Care Providers, ICPs and Perinatal Coordinators in all the facilities in the assigned Geographic zone to assure their 100% compliance with State & Federal rules pertaining to HIV & AIDS cases reporting, coordinating all team collaborative efforts to assure completeness and timeliness of reporting.

 

Assists in the development of methods to expand the system for HIV/AIDS surveillance to ensure 100% reporting of all cases of HIV/AIDS.

 

Provide training in surveillance techniques as required to public and private health care providers. Perform Quality Improvement to the most important institutions reporting cases in the area of concentration.  Conduct in-services to doctors, nurses, and case managers regarding HIV/AIDS case reporting and risk documentation.

 

Coordinate special epidemiological investigation of all HIV/AIDS Pediatric cases in the assigned geographical zone. Provide assistance to other geographical zones when consultants are on leave.

 

Participation in the MDCHD activities including Test Miami and other national events such as World AIDS Day, National Testing Day, National Latino HIV/AIDS Awareness Day and National Black HIV/AIDS Awareness Day.
