Description

Salary is Non-Negotiable. The successful candidate will be hired at the minimum salary.
 

The position is responsible for preparing, monitoring and analyzing the Eleventh Judicial Circuit’s operating and capital budget including state and county budgets, from initial development through year-end close-out. This includes collaborating with Divisional employees throughout the year in preparation, analysis, monitoring and reporting on Divisional budgets.  The emphasis of this work is on collecting, analyzing, and summarizing data into a professional work product including observations and recommendations. The role also supports the Administrative Services Division (ASD) accounts payable and receivable processes, resolving discrepancies, providing staff training, and assisting independent auditors with timely access to records and systems. Additionally, the position takes on additional related duties as needed to enhance the efficiency of the Administrative Services Division.

The incumbent assignments are broad in scope with considerable latitude for the exercise of independent judgment and application of management and/or technical knowledge and skills.  Supervision is received from the Manager, Financial Reporting who evaluates work for adherence to departmental policies and attainment of desired goals and objectives through personal conferences and review of reports of operations.


This position is eligible for a hybrid remote work/onsite schedule after a 90-day period, as outlined by existing Circuit policies and procedures.

 

Responsibilities

  • Collaborates with team members to manage and analyze operating budget from development to year-end close-out.
  • Prepares budget forecasts, variance analyses, and narrative/financial reports for state and county budgets for the Eleventh Judicial Circuit.
  • Conducts financial, budgetary, and performance analyses, including special assignments and preparation of requested reports.
  • Collects, analyzes, and summarizes data; creates flow diagrams, charts, and tables; and develops recommendations and descriptive reports.
  • Supports ASD accounts payable and receivable processes, resolving discrepancies with county departments, and provides training and support to ASD staff as needed.
  • Assists independent auditors by providing timely access to accurate records, systems, and personnel; ensuring transparency; facilitating communication; and addressing inquiries promptly to support an efficient audit process.
  • Performs ad hoc duties and emergent responsibilities within the Administrative Services Division to enhance service efficiency.
  • Provides excellent customer service with strong multi-tasking and computer skills.
  • Performs related work as required.

 

Qualifications

  • Bachelor’s degree from an accredited college or university in business, public or judicial administration/management, finance, accounting, or a closely related field.
  • Two (2) years of related experience.

Knowledge, Skills and Abilities (KSAs):
 
  • Knowledge of budgeting, finance, accounting, and procurement principles, with a focus on government applications.
  • Knowledge of financial laws, regulations, and budget preparation rules.
  • Knowledge of management analysis, benchmarking, and public administration principles.
  • Knowledge of strategic plan development, performance measurement, and monitoring.
  • Knowledge of research techniques and accessing current data sources.
  • Knowledge of County operations, departments, and agencies, including relevant laws and regulations.
  • Knowledge of the Florida State Courts System and Court Administration.
  • Ability to analyze, monitor, and report on operating and capital budgets from submission to close-out.
  • Ability to evaluate program performance and synthesize complex data into clear reports.
  • Ability to communicate effectively and build relationships with superiors and public officials.
  • Ability to use computer databases and spreadsheet applications, with the capacity to work independently.
  • Ability to establish and maintain effective working relationships with others.  
  • Ability to manage time and resources and maintain confidentiality and discretion concerning sensitive budgetary issues.
