Description

Salary is non-negotiable. The successful candidate will be hired at the minimum salary.

 

The essential function of the Marchman Paralegal Case Manager position is to assist members of the public, including self-represented litigants (SRL) by providing guidance regarding Marchman and Baker Act procedures, and reviewing completed form pleadings prior to filing paperwork. In support of these functions, the Marchman Paralegal may also perform limited case management duties such as providing case filing statistics, identifying cases that are failing to progress due to procedural problems, setting case management hearings and related clerical functions as required. Work requires familiarity with legal terminology, format, forms, procedures, and involves the exercise of initiative and discretion. Work is performed within established policies and procedures and under the supervision of a court manager. 

 

Responsibilities

  • Meets with self-represented litigants (SRL) to provide guidance regarding Marchman and Baker Act procedures, distributes form pleadings and reviews completed form pleadings prior to filing. 
  • Assists self-represented litigants (SRL) by responding to requests for general and follow up information on new or existing Marchman and Baker Act cases via phone, email and in person. Monitors the mailbox inbox.
  • Periodically reviews Marchman Act and Baker Act case reports to provide statistics on cases filed and identify cases that are not progressing or otherwise need status hearings and updates the General Magistrate.
  • Answers questions, communicates changes in procedure and maintains lines of communication with the public. 
  • Assists the division director in creating and periodically updating the manual on Mental Health Court duties and the Marchman and Baker Act sections of the court website.
  • Monitors the daily reports of inmates being held in jail for failure to appear at hearings. Notifies petitioners to begin arranging treatment beds in anticipation of respondent’s hearings. Assists the magistrate’s secretary in coordinating transport between the jail, the court and the treatment facility.
  • Works with the division director to identify, apply for and administer grants and other alternative sources of funding that can support improvements to the services currently offered to members of the public who utilize the Marchman and Baker Act processes.
  • Works with the division director to develop and maintain a system to track respondents through the Marchman and Baker act systems and to document and report statistics on usage and outcomes.
  • Attends staff and other professional meetings to exchange information.
  • Attends technical or professional workshops or seminars to improve professional skills.
  • Strong critical thinking skills to review petitions.
  • Ability to efficiently complete case file reviews.
  • Ability to prioritize tasks.
  • Performs work involving the application of logical principles and thinking to solve practical problems within a unit or division of the organization; requires continuous, close attention for accurate results and frequent exposure to unusual pressure.
  • Ability to make decisions with moderate impact.
  • Performs other related clerical functions as required.

 

Qualifications

  • Graduation from an accredited college or university with a bachelor’s degree in social work, psychology, social sciences or related field.
  • Two (2) years of experience with substance abuse treatment and mental health preferred.
  • Paralegal Certificate preferred.

  • Thorough knowledge of legal terminology and legal format.
  • Thorough knowledge of legal secretarial practices and procedures.
  • Thorough knowledge of business English, spelling, punctuation, arithmetic.
  • Thorough knowledge of modern office practices, procedures, equipment and systems.
  • Knowledge of circuit rules, procedures, practices, and functions.
  • Ability to communicate clearly and concisely, orally and in writing.
  • Ability to develop, layout, and implement clerical procedures and operations from general instructions and guidelines.
  • Ability to make routine decisions in accordance with established policies and procedures.
  • Ability to establish and maintain administrative, fiscal, and general records and to prepare reports and answer questions from records.
  • Ability to compose correspondence on routine matters and to perform routine office management tasks without referral to supervision.
  • Ability to establish and maintain effective working relationships with the judiciary, court administrative personnel, and other private and county agencies’ staff.
  • Ability to operate a personal computer, typewriter, word processor, data entry equipment, and other standard office equipment accurately and rapidly.
  • Strong customer service skills.
  • Bilingual in English/Spanish or trilingual in English/Spanish/Creole is preferred.

Physical Demands:

  • Work involves a significant amount of standing, walking, sitting, talking, listening, and reaching with hands and arms; must be able to transfer up to 10 pounds.
