POSITION DESCRIPTION:

Acts as District Grants Manager and Transit Project Manager for the Transit Program FTA Section 5310 – Assistance for the Transportation needs of the Elderly and the Disabled. Review applications and issue notices of award for the Federal Transit Grant Program. Present at Application Workshops for Non-profit Agencies, create, review and approve Applications in the TransCIP on-line Program, Create and submit District Six List of Priority of Projects to Central Office for award consideration, Create Transit Production Schedule, prepare Public Transportation Grant Agreements (PTGA) in accordance with applicable procedures. Monitor project schedules and activities to review project status and cash flow. Review, approve and process submitted project invoices, monitor federal transit grants, and prepare tracking reports.

 

Manages the District Vehicles Inventory Report. Update related files, TransCIP and assist with Vehicle Inventory Inspections. Processes agency requests for lien releases, vehicle transfers and return of titles.

 

Attend Quarterly Local Coordinating Board meetings for Miami-Dade and Monroe Counties.

 

Monitor compliance of agencies with Federal and State system safety rules and regulations and assist agencies with compliance regarding rules and regulations by utilizing consultant resources in an optimal manner.

 

Research, prepare correspondence, and actively participate in meetings by providing input at the project development stage and beyond to ensure Non-profit agencies provide access to transportation services.

 

KNOWLEDGE, SKILLS, AND ABILITIES:

Knowledge of Transportation and Transit Planning; Knowledgeable of and skilled at analyzing data; Knowledgeable of and skilled at organizing, planning, and prioritizing; Skilled at understanding written sentences and paragraphs in work related documents; Ability to find information and identify essential information; Skilled at using logic and analysis to identify the strengths and weaknesses of different approaches; Ability to use proper English, grammar and punctuation in communicating spoken and written business product.

 

OTHER JOB RELATED REQUIREMENTS:

DURING A DECLARED EMERGENCY EVENT, THE INCUMBENT WILL BE REQUIRED TO ASSIST THE DISTRICT AS NEEDED.  Responsible for adhering to the provisions and requirements of Section 215,422 F.S., related to State Comptroller's rules and Department of Transportation's invoice processing and warrant distribution procedures.

 

MINIMUM QUALIFICATIONS:
 

A bachelor's degree from an accredited college or university and 2 years of professional experience in the field of transportation, planning, public administration, engineering or logistics to which the position is assigned; or Registration as a Professional Engineer in accordance with Florida Statute 471. A master's degree from an accredited college or university in engineering or transportation can substitute for one year of the required experience. Professional or nonprofessional experience (including internships or co-ops) as described above can substitute on a year-for-year basis for the required college education.

A Competitive Area Differential (CAD) additive in the amount of $1,976.00 will be added to the annual salary.
