This position is a regional position and is housed in Miami Florida.
The Florida Department of Children and Families (DCF or Department) is the state of Florida’s social services agency. Within DCF, the Substance Abuse and Mental Health (SAMH) Program office is recognized as the single state authority for substance abuse and mental health services. The Office of SAMH is statutorily responsible for the planning, evaluation, and implementation of a comprehensive statewide system of care for the prevention, treatment, and recovery of children and adults with serious mental illnesses or substance use disorders.

The Role of the Recovery-Oriented Quality Improvement Specialist:
The Recovery Oriented Quality Improvement Specialist (ROQIS) role is an OPS position assigned to the Program Office of Substance Abuse and Mental Health (SAMH) located in the Southern region which encompasses two counties within two circuits. The ROQIS is designed for an individual in recovery with lived experience of a substance use disorder (SUD). This position will serve as a key person in the Recovery Oriented System of Care (ROSC).
How you will make an impact:
Specific Duties and Responsibilities include:
- Assist the Opioid SOR Grant Project Director and the regional SAMH Director with quality improvement initiatives by conducting quality assurance visits with providers and reviewing treatment plans to identify recovery-oriented principles and practices. Prepare and present reports and findings, to include an analysis of opportunities for improvement and strategies to address them.
- Manage activities related to the development of Recovery-Oriented Systems of Care (ROSC), to include but not limited to providing technical assistance on the use and implementation of a recovery-oriented self-assessment planning tool to contracted providers and serving as a key person in the local and state level ROSC related workgroup activities.
- Identify and promote opportunities for individuals with lived experience, family members, and allies to have meaningful inclusion in the evaluation of ROSC practices, enhance the role of peers in the workforce of local providers through training and technical assistance and develop strategies to gather feedback from persons served to identify opportunities to improve meaningful outcomes.
- As directed, provide technical assistance and consultative services for the expansion of medication assisted treatment services to include but not limited to: assisting with care coordination, engagement, and buprenorphine initiation in emergency departments.
- Identify opportunities to reduce stigma among community and contracted provider organizations regarding medication assisted treatment services.
- Other duties as assigned.
Emergency Response
In response to emergency events, the incumbent may be required to work irregular hours, to work more than 8 hours per day, to work extended periods (including weekends and holidays), to work at locations other than their official headquarters, and to perform duties in addition to those outlined in the position description. Deploy to communities affected by natural disasters within 24-48 hours of impact to represent the organization to promote and implement post-disaster services.
• Assess the impact, needs and assist with the development of a response strategy and goals for the impacted community and implement disaster response plans.
• Coordinate psychological and mental health resources and services for individuals, first responders, and communities impacted by disasters.
• Provide critical information to the Regional Director and Director of Regional Operations and Initiatives.
Knowledge, Skills and Abilities required for the position:
- A minimum of two years of experience working with individuals with substance use disorders.
- Working knowledge of ROSC is preferred
- Ability to communicate effectively and to establish and maintain effective working relationships with others.
- Ability to plan, organize and prioritize work assignments.
Minimum Qualifications
- Certified as a Recovery Peer Specialist (CRPS) through the Florida Certification Board.
- Lived Experience of substance use condition.
- Highschool diploma or GED.
- At least two years of experience working in the behavioral health field.
- Applicants must have a valid driver's license and access to a vehicle.
