The Work You Will Do:
Working Title: Project Development Supervisor II / District Six -Transportation Development
This position will work to help to preserve the state’s transportation infrastructure investment through the Resurfacing, Restoration, and Rehabilitation (RRR) Program and through the Value Engineering program, maximize value through improving safety, operations, construction, environment, maintainability, and schedule while decreasing costs during the development of a project.

Your Specific Responsibilities:
Directs and supervises the District’s Project Development and Environmental Management Programs, Resurfacing, Restoration, and Rehabilitation (RRR) Program and Value Engineering Program, including the Project Development unit activities to successfully achieve a coordinated effort among various Department Offices and Metropolitan Planning Organization. Discusses Department's Project Development and Environmental goals, schedules, issues, and resolutions regularly with stakeholders. Administers, develops, and manages the resources (staff, equipment and materials) of the unit. Supervises employees by communicating regularly, motivating, training, evaluating, planning, and directing employees’ work. Maintains an appropriate work environment through effective communications, adherence to best management practices, and the Department's policies and procedures. Promotes the Department's business model and contributes to the success of the Department's mission and vision. Develops, documents, and maintains project development strategies for the District's production activities and the unit. Motivates and evaluates employees on the performance of their duties. Provide procedural and technical training. Participate in applicant selection and hiring process. Provide employee orientation, training, counseling, and disciplinary actions and prepares employee performance evaluations.
Manage complex, multi-modal planning and project development studies, utilizing best practices in the specialty areas of travel demand and traffic forecasting, traffic operational analysis, and micro-simulation analysis. Make multi-modal recommendations to supervisors and District management. Analyze costs, benefit, and return on investment. Reviews PD&E engineering documents and roadway plans for consistency with the standards of the PD&E Manual, FDOT Design Manual (FDM), Manual of Uniform Traffic Control Device (MUTCD), and American Association of State Highway Transportation Officials (AASHTO) Guidelines. Develop scopes of work, schedules, and staff hour estimates, manage consultants, administer consultant contracts, and perform quality assurance reviews to carry out these tasks. Manage consultants and/or in-house engineering projects. Sign and seal plans, engineering documents, and reports for the Department. Develop or review, evaluate and/or approve the design of typical sections, as well as corridor and master plan alternatives for major highway plans. Perform professional engineering analysis and technical engineering reviews, while considering socioeconomics and environmental impacts, cost, right-of-way requirements, traffic patterns, maintenance of traffic, safety, operational characteristics, permitting issues, and other pertinent factors. Participate in public involvement activities, including attendance at public meetings as well as preparation of displays and literature. Ensure compliance with the appropriate Quality Assurance Review requirements for all assigned projects. Notify Supervisor of all schedule delays and coordinate meetings to discuss the solutions to issues causing the delays. Participate in all necessary coordination and communication with partner agencies, including but not limited to Federal Highway Administration (FHWA), Federal Transit Administration, and Federal Rail Administration.
Provides technical support to the District in areas related to engineering analyses and considerations, alternatives analyses, transportation aspects to specific projects. Prepare monthly project status reports for all responsible projects and technical studies. Prepares Project Development & Environment (PD&E) Scoping Report, Resurfacing Scoping Reports, and Multimodal Planning Reports, by performing field reviews, recommending engineering design of alternatives to correct deficiencies, and cost analysis. Present findings to the Scoping Committee, Planning and Environmental Management Administrator, and/or District Directors.
Monitors the Title VI Program and related statutes in all functional areas of the District including Planning, Environmental, Design, Right-of-Way, Construction, Maintenance, and Public Transportation. Coordinates Central Office and FHWA review of District Title VI program, provides Quarterly Title VI Reports, and attends a minimum of one public meeting/hearing per quarter to monitor compliance with Title VI and related statues. Handles and if possible, resolves informal Title VI complaints, and refers unresolved informal and all formal complaints to the State Title VI Coordinator.
Schedule and conduct meetings such as Scope of Services, Negotiations, Notice to Proceed, Kick off, etc. Assist in the consultant selection process by reviewing Technical Proposals and making recommendations. Negotiate staff hours and fees with the consultant. Prepare contracts and/or supplemental agreements. Coordinate the reviews of the consultant packages with District reviews and provide technical engineering comments to the consultants. Monitor the consultant's project schedule. Evaluate consultant performance. Recommend payment or non-payment of consultant invoices depending on the quality and quantity of work and on the overall progress of the project. Approve or reject invoices as procedurally required.

Licensure/Registration/Certification Requirements:
- Registration as a Professional Engineer licensed to engage in the practice of engineering under the authority of Chapter 471, F.S.
Other Job-Related Requirements:
- During a declared emergency event, the incumbent will be required to assist the District as needed.
- Some Out-of-Town travel with overnight stay, occasional evening work, and attendance at Public Hearings and Workshops, may be required.
