POSITION DESCRIPTION: Manages projects and contracts under supervision.  Serves as Project Manager on bridge repair and rehabilitation projects requiring reporting and communication with senior management. Performs research, documentation, design, field investigations, estimate preparations, project development, contract administration and construction support.  Reviews, signs and seals contract documents for in-house structures repair or rehabilitation projects.  Performs engineering studies and evaluations. 

Assists in the determination of scopes for the Bridge Repair Work Program. Conducts field reviews to determine appropriate repair materials and methodologies for bridge repair and rehabilitation projects. Reviews material submittals and determines sultability. Discuss findings with the Feasible Action Review Committee. 

Assists in the selection of consultants for new contracts.  Performs plan reviews and design/build project reviews and tracking.  Attends pre-construction conferences, progress, partnering, and design team meetings as required. Reviews shop drawings.  Provides construction support on structure related issues.  Assists and oversees bridge repairs by in-house personnel and contractors.  Assists in emergency response activities. 

Assists in negotiating man-hour estimates for task work orders (TWO) on the Miscellaneous Design Consultant Contracts. Assists in executing TWO on other TWO driven contracts.

KNOWLEDGE, SKILLS AND ABILITIES: Knowledgeable of: Bridge design and construction; Engineering principles and practices; contracting and field operations; Florida Department of Transportation (FDOT) Safety Rules and Regulations; FDOT/Federa; Highway Administration (FHWA) bridge inspection regulations; MicroStation/Computer Aided Drafting and Design (CADD) Knowledge of Work Programs, project scheduling software.  Skills in: Using Engineering tools and equipment; recognizing and identifying structural deficiencies; oral and written communications; motivating self and others; meeting deadlines; skilled at reading and interpreting plans, specifications, design standards and manuals.  Ability to: Work independently and make decisions; establish and maintain effective working relationships; demonstrate a high level of interpersonal skills; demonstrate initiative in completing own tasks; delegate tasks; problem solver, plan and organize work; coordinate complicated projects; ability to work ourdoors (standing, walking and bending) in a variety of weather conditions, on various terrains, and at various heights for extended periods of time.

OTHER JOB RELATED REQUIREMENTS: Incumbent will be required to support the Department’s Emergency Operations Center whenever requested. Responsible for adhering to the provisions and requirements of Section 215.422, Florida Statute (FS).  Related State Comptroller’s Rules and Department of Transportation’s Invoices Processing and Warrant Distribution Procedures. 

MINIMUM QUALIFICATIONS: REGISTRATION AS A PROFESSIONAL ENGINEER IN ACCORDANCE WITH FLORIDA STATUTE 471 AND ONE YEAR EXPERIENCE IN BRIDGE DESIGN OR LOAD RATING.

A Competitive Area Differential (CAD) additive in the amount of $4,222.40 will be added to the annual salary.
