Your Specific Responsibilities:
This position spends more than 50% of the time engaged in supervisory responsibilities. This includes communicating with, motivating, training, and evaluating employees in addition to planning and directing employees' work. The incumbent has the authority to hire, transfer, suspend, lay off, recall, promote, discharge, assign, reward, or discipline subordinate employees or effectively recommend such action. The incumbent will also be required to develop performance expectations, meet with staff regularly to discuss performance, complete performance reviews, maintain vacation and work schedules, ensuring proper coverage, and complete timesheets. This is a management position designed to provide direct supervision, support, training, planning, and evaluation support to the staff and assigned departments in the Woman, Infant and Children (WIC) and Nutrition Program. This position is under the direct supervision of the Public Health Nutrition Program Director. The incumbent provides services for the WIC Program in accordance with DHM 150‑24, and the FL‑WISE User’s Manual. Incumbent is responsible to follow and adhere to all rules, regulations, policies, and procedures of the Florida Department of Health in Miami‑Dade County (DOH‑Miami‑Dade) and the WIC and Nutrition Program. The incumbent in this position will have the authorized “need to know” access to confidential WIC client records, employee personnel records, and the FL‑WISE data system. Assignments of Duty Station, hours and days worked may vary based on agency/unit needs. Incumbent will have access to records containing social security numbers in the performance of job duties. The incumbent of the position will work with a diverse population and will deliver services in English/Spanish or English/Creole.
Plans, manages and directs the day‑to‑day operations of the DOH‑MD WIC Program. Ensures implementation of WIC Program regulations, policies, and procedures at the WIC administrative level to ensure program integrity. Assesses, plans, and assists in the development of local agency policy and procedures and facilitates consistent implementation throughout WIC. Establishes program standards of care, monitors compliance, and deploys corrective action when necessary. Ensure compliance with confidentiality rules and regulations and client privacy. Responsible for the quality assurance of all departments supervised, and independently conducts monitoring reviews and audits per agency and state standards. As a contributing member of the management team, is responsible for the development of performance measures and strategic planning. Analyzes data gathered, identifies opportunities for improvement, and develops and implements solutions for deficiencies or negative trends identified for units supervised. Shares findings with the management team and compiles data to develop/update agency‑wide policies and procedures.
Manages operations, processes, procedures, and productivity for all units in WIC area assigned (south, central, north). Analyzes and monitors key business processes, indicators and deliverables for assigned areas/units, and ensures established targets are consistently met. Develops or modifies indicators as needed to reflect current business practices. Identifies trends, root causes, or principles that impact indicators and recommends appropriate course of action. Develops and implements solutions as needed. Coordinates administrative support functions with WIC program managers to ensure programmatic needs are met while ensuring program integrity. Utilizes advanced quality assurance tools and methodology as needed.
Directly supervises direct reports in assigned areas. Serves as a resource person to direct reports, as well as providing guidance, direction, and coaching to subordinates. Monitors performance of direct and indirect reports. Evaluates employees, oversees and administers disciplinary action for direct and indirect reports and manages labor relations issues as needed. Develops performance plans, SMART objectives, position descriptions, and staff responsibilities for both direct reports and agency staff. Manages all personnel issues or conflicts in area supervised. Conducts monthly/quarterly meetings with supervised staff, or as needed. Responsible for coordination of all human resource needs with DOH‑MD human resource department and WIC human resources manager. Supervises direct reports including motivating, training, providing guidance, and direction. Develops expectations and meets with staff regularly to discuss performance, complete performance reviews, and discipline action, if needed. Maintains vacation and work schedules to ensure proper coverage and completes timesheets. Ensures all staff complete required training and are offered additional training.
Manages, develops, and coordinates WIC clinic staff schedules. Responsible for monthly staffing schedule and oversees daily staffing schedule. Independently responsible for the oversight and management of individual unit schedules and appointment matrices. Adjusts daily client schedule as needed to match staff availability and shifts staff to meet client obligations. Answers morning phone and re‑assess staffing needs daily. Reviews all staff leave requests and governs approval.
Provide person of the day (POD) technical assistance to Dade County WIC program field staff regarding WIC policies and procedures, nutrition questions, formula issues, FL‑WiSE data system issues, and WIC Direct/EBT issues, etc. Independently resolves issues encountered by field staff. Provides assistance with diagnosis and resolution of problems. Documents findings
Manages facility needs and security for units assigned. Plans facility changes (structural, modular, furniture, etc.) and recommends improvements as needed. Coordinates with the facilities liaison for the planning of all major purchases and renovations. With the assistance of city/county leasing agents, manages leases, agreements, and facility re‑locations. Ensures the safety and security of all units supervised.
Provides and documents in‑service and on the job training to all levels of staff. Evaluates training needs of nutrition and other health professional staff and assists in providing educational programs workshops, or conferences. Conducts, plans, attends, participates in and/or chair assigned committees, conferences, workshops and staff meetings.
Assists in the hiring, selection, and interview process for all unit staff. Sits on interview panels as needed. Contacts and documents references for potential unit staff. Assists the HR liaison with the completion of hiring paperwork (i.e. references, personnel action requests, position descriptions, signatures, etc.).
Coordinates with the outreach coordinator to plan WIC outreach activities including, but not limited to, Health Fairs, DOH Events, Community Programs, contacting healthcare professionals, contacting potential WIC clients, attending outreach activities, scheduling and rescheduling client appointments, and other outreach activities as assigned.
Chairs and/or participates in WIC and FL‑DOH Miami‑Dade workgroups and quality improvement teams including such as NEAT (Nutrition Education Action Team), VENA (Value Enhanced Nutrition Assessment), Miami‑Dade Customer Service Workgroup, Lean Team, etcetera.
Information Custodian for WIC Program for assigned WIC sites. Responsible to:
a) Ensure compliance with privacy regulations.
b) Reviews and is familiar with the content of the respective statutes, administrative rules, departmental policies, protocols and procedures relating to information security and confidentiality.
c) Establishes procedures to protect the integrity of the information
d) Monitors to ensure that all employees with access to information have been properly trained.
e) Completes Confidentiality and Security Incident Reports on al suspected breaches or violation of information security policies, protocols and procedures.
Ensures adherence to secured area policies, protocols and procedures.
Performs all other duties as assigned.

Qualifications:
Minimum - Incumbent in this position is required to be a licensed Dietitian/Nutritionist in accordance with Chapter 468, FL Statutes in the state of Florida AND a registered dietitian with the Academy of Nutrition and Dietetics.
