Southern Region (Miami) is recruiting for a Economic Self Sufficiency(ESS) Director position responsible for the ESS operations and program office. This position is responsible for service delivery, operational improvement, industrialization, efficiency and quality client service.

Through the authority of the Regional Managing Director (RMD) and in coordination with the ESS Program Director directly supervises and oversees the management and administration of all day to day operations.

Position will ensure the administration of all service programs are carried out in conformity with statewide services plans and all other policies and guidelines established by the RMD and in collaboration with the Program Director.  Assures service delivery is consistent with all applicable law, rules, policy, and procedure.

Implements Departmental rules and procedures, ensuring staff are provided training regarding Departmental procedures and rules, and conducts reviews of staff compliance with rules and procedures.

Manages the ESS processes in a manner necessary to fulfill all plans, goals, processes, standards, and performance indicators for the ESS programs.

Ensures the Department partners with local programs to support and enhance services designed to strengthen families and coordinate services provided by the Department in the Region with outside agencies, both public and private.

Ensures that all regional ESS staff is properly trained on all federal and state statutory requirements as well as all applicable rules, policies and procedures while ensuring ongoing staff compliance through regularly scheduled reviews and evaluations. Leads the effective collaboration and communication between key management in the ESS Program and the Public Benefits Integrity Program at the regional and headquarters level.

Identifies and assesses local needs and approves local systems of care.

Leads the effective collaboration and communication between key management in the ESS Program and the Public Benefits Integrity Program at the regional and headquarters level.

 Coordinates workforce needs with the RMD to maintain operational integrity within available budget for the ESS program.

Implements and executes emergency planning activities for the program and geographical areas under assignment.


Below are the requirements for the position: 

  • Master’s degree preferred.
  • 6-8 years of  Leadership experience required
  • Experience in ACCESS, TANF, SNAP and Medicaid programs or program similar Public Benefits program which specifically oversees Federal monies; serving a large metropolitan population.
  • Ability to analyze data, develop reports, evaluate data, spot trends, facilitate change using data, and drive performance using data analysis
  • Strong ability to empathize with staff and focus on listening to their needs, while creating a culture of hard work, integrity, and consideration.  
  • Creative leader, who is enthusiastic about outcomes and equally concerned about a healthy workplace culture.   
  • Ability to organize data into a logical format for presentations, documents and other written materials
  • Ability to listen and effectively convey information to all levels of the workforce.
  • Ability to forward think and identify the source of operational bottlenecks, through data analysis and drive solutions
  • Excellent interpersonal relationship skills and the ability to demonstrate such.
