This position involves professional and technical work and is responsible for the administration, monitoring, planning, design, development, operation, maintenance, security, and integrity of the database environments.  This position requires   knowledge of the methods of data collection and analysis, of the Florida Online Recipient Integrated Data Access System (FLORIDA), FMMIS and other systems, ability to use software programs including Microsoft Word, Excel, PowerPoint, Outlook, SQL Server, Datamart, Sandbox and Tableau, JavaScript frameworks, such as JQuery or Angular JS., etc., ability to collect, evaluate and analyze data to develop alternative recommendations, solve problems, document work flow and other activities relating to the improvement of operational and management practices, ability to organize data into logical format for presentation in reports, documents and other written material.

 

DESCRIPTION

This is a highly responsible professional work in the ACCESS Program Office of the Southern Region to provide technical assistance on FLORIDA and all data support system and reports. Develops program information, data reports and analysis of process and performance information on a regular basis for distribution to staff and the community regarding program objectives, policies, changes, etc. Serves as a program advisor to the Program Administrator, Operations and Management Consultant Managers, and Circuit/Region Administration by providing program information and keeping them informed of various issues and decisions.   Assists with the development and implementation of the quality management and assurance plan as a result of the analysis of data and reports.  Also provide technical assistance in public assistance policies and procedures to eligibility staff in Miami-Dade and Monroe counties, provide pre-service and in-service trainings and participate in quality assurance monitoring activities.  

  • The incumbent must have an extensive knowledge of computer programming, data analysis, produce reports and ensure the integrity of the database environments. Run and monitor software performance tests on new and existing programs for the purposes of correcting errors, isolating areas for improvement, and general debugging.
    NOTE: As a career service position, the incumbent will be responsible for the payment of his/her portion of the bi-weekly health insurance premium.
     
    MINIMUM REQUIREMENTS:
    Six years of experience in the Economic Self Sufficiency Program determining public assistance/reviewing public assistance cases processed by eligibility specialists.
    Applicant must have experience in developing statistical reports and presentations, computer programming, and general debugging. Degree in computer science, information systems, information technology preferred.
    Applicant must have excellent experience and ability in computer software programs, especially Oracle forms, Oracle PL/SQL, PHP, Word, Excel and PowerPoint, training and public speaking experience preferred.
    Travel may be required.

  • Knowledge of the methods of data collection and analysis.

  • Proven experience with troubleshooting principles, methodologies, and issue resolution techniques

    EXAMPLES OF WORK
    Duties include but are not limited to:

    - Develops and creates monthly data used for analysis of field unit’s performance in relation to strategic objectives and program efficiency of services.  Assists management in identifying areas that need improvement
    Extracts data from varied computer data systems, compiles and analyzes reports including unit compliance with production caseload and application activity and other performance related data. Provides requested data and reports to management , other agencies and community partners.
    Provides consultation and assistance to ESS management and operations in regards to FLORIDA/AMS data and statistical analysis of service center workloads. 
    Assists with gathering data for staff reallocations.
