POSITION DESCRIPTION: Supervise, plan, organize, coordinate and schedule assigned work for employee. Motivate and evaluate employee on the performance of their duties. Participate in applicant selection and hiring process. Provide employee orientation, procedural and technical training, and counseling; prepare employee performance evaluations and perform/recommend corrective and/or disciplinary actions. Provides guidance and extensive knowledge of all applicable design standards and traffic plans design criteria. Performs independently in the development and preparation of detailed component plans and specifications for signing and pavement markings, signalization, Lighting, and Intelligent Transportation System (ITS) Plans. Includes the design of signal head assemblies, railroad preemptions, signal system layouts, standard operating plan (SOP), signal timings, system timing charts and overhead and ground-mounted signs with the use of utility conflict reports in phase reviews. Assists engineers and designers in plans preparation using computer aided drafting and design (CADD).

 

Oversees designers and prepares highway signing and pavement marking, signalization, and lighting component plans. Utilizes current Department highway design, signing and pavement marking, signalization, Intelligent Transportation System (ITS), and lighting software, including photometrics calculations, standards, and criteria. Performs Quality Assurance/Control reviews as required to ensure plans have been developed in accordance with appropriate design criteria, policy and procedures.

 

Coordinates all activities required to design traffic control devices, traffic signal systems, lighting, and Intelligent Transportation System (ITS) systems. Responsible for acquiring all necessary information needed to select acceptable and economically feasible solutions and identifies potential problems as well as providing solutions to those problems. Obtains input pertinent to local requirements and ordinances from municipalities and other governmental agencies. Assists in field reviews and field evaluation, data collection, Local Agency Program (LAP) reviews, and customer service request documentation.

 

Guides and monitors the work of designers within Traffic Design. Coordinate tasks accordingly to distribute workload within Traffic Design. Provides training to the Office of Design in the design and development of complex signing and pavement marking, signalization, lighting, and Intelligent Transportation System (ITS) plans. Provides designers with guidance in the designing of overhead guide signs and ground mounted signs using appropriate computer software. Trains Design staff in the design of Traffic Management Sites and multi-post signs. Represents supervisor concerning design related issues as needed and provides guidance.

 

Provides technical knowledge and expertise of the design process as a senior member in a design group to in-house and consultant designers. Guides and directs junior engineers in the completion of engineering assignments related to design processes, criteria evaluation scope development and accurate estimate creation. Reviews shop drawings thoroughly and maintains shop drawing files. Signs and seals plans and documents as needed. Reviews consultant plans including lighting, signalization and signing & marking. Serves on Technical Review Committee (TRC) in consultant acquisition and Technical Advisory Group (TAG) for consultant design bid build, design/build projects, and alternative contracting. Assists in the development of scope of services and staff hours negotiations.

 

KNOWLEDGE, SKILLS AND ABILITIES: 

KNOWLEDGE OF AND SKILLED IN THE ENGINEERING PROCESS FOR PRODUCTION OF HIGHWAY CONSTRUCTION PLANS. KNOWLEDGE OF CONCEPTS, TERMINOLOGIES, DESIGN PRINCIPLES AND ANALYTICAL TECHNIQUES OF HIGHWAY DESIGN. KNOWLEDGE OF COMPUTER AIDED DRAFTING AND DESIGN (CADD) TOOLS AND AUTOMATED OFFICE PRODUCTS. SKILLED IN THE USE OF THE MANUAL ON UNIFORM TRAFFIC CONTROL DEVICES. ABILITY TO ESTABLISH AND MAINTAIN EFFECTIVE INTERNAL AND EXTERNAL WORKING RELATIONSHIPS. KNOWLEDGE OF PROJECT ENGINEERING AND SCHEDULING. ABILITY TO APPLY ENGINEERING QUANTITATIVE TECHNIQUES IN THE AREA OF HIGHWAY DESIGN. SKILLED IN COMMUNICATING TECHNICAL INFORMATION VERBALLY AND IN WRITING. KNOWLEDGE OF AND SKILLED IN INTERPRETATION OF ROADWAY DESIGN STANDARDS, SPECIFICATIONS AND CRITERIA ESTABLISHED OR ADOPTED BY FLORIDA DEPARTMENT OF TRANSPORTATION. REQUIRED LICENSURE/REGISTRATION/CERTIFICATION: Registration as a Professional Engineer, in accordance with Chapter 471, Florida Statutes.

 

OTHER JOB RELATED REQUIREMENTS: During a declared emergency event, the incumbent will be required to assist the District as needed.
