Specific Responsibilities:

This is a highly responsible Accountant I position reporting to the Public Health Services Manager of the Florida Department of Health in Santa Rosa County (FDOH in Santa Rosa County). The incumbent performs, with minimal supervision, a wide variety of complex accounting functions involving the application of accounting concepts in accordance with established policies and procedures, Generally Accepted Accounting Principles (GAAP), and Generally Accepted Auditing Standards (GAAS).  This position is subject to time constraints and must be performed with a high rate of accuracy. Key responsibilities include: 1) Serves as Accounts Payable Liaison for FDOH in Santa Rosa County; 2) Acts as Fiscal Level Approver for all Purchasing Card (P-Card) Transactions, 3) Acts as the Purchasing Card Liaison between CHD staff and the Central Office, 4) Other tasks. The employee must be able to use independent judgment and initiative as well as interact professionally with clients, vendors, staff, and the public. Essential accounting functions are described as follows:

  1. Serves as Accounts Payable Liaison:
  • Reviews all vendor invoices received by way of email, postal mail, or MFMP/AOD Flip Invoices to ensure all payable transactions are processed in accordance with rules, regulations, policies and procedures established by the Department of Health, the Department of Financial Services, and FDOH in Santa Rosa County. 
  • Verifies the authenticity of the invoices and performs duplicate invoice check on all incoming invoices.
  • Validates the incoming invoices match the terms of the order, If the Purchase Order (PO), goods or services cannot be identified, contacts the vendor to request additional information. 
  • Ensure accuracy of disbursements by performing math calculations to verify/determine the appropriate payment schedules and amounts, and communicates with the vendor in order to resolve any discrepancies.
  • Assists in the preparation of necessary reports and analysis for projecting and monitoring expenditures.
  • Works collaboratively with procurement and CHD staff to prepare requests for encumbrance modifications based on review of projected spending trends.
  • Reviews and reconciles vendor monthly statements with FIS records and investigates outstanding invoices.
  • Provides technical assistance to employees, vendors, and contractors ensuring compliance with all policies and procedures governing fund disbursement.
  • Monthly reports: Sunpass, WEX, WIC, Postage, return check log, OCO items, copier, encumbrances, prompt payment, accounts receivable, admin reports, conman reports, EO list, Copier.
  • Advance Paymnent Coorindator
  • Quarterly Reports: Change fund audit.
  • Annual Report: E-Payment report.
  • Puchasing Card Liaison for Santa Rosa CHD
  • Travel Liaison for Santa Rosa CHD.    

 

2. Acts as Fiscal Level Approver (Level 008 Approver) for all Purchasing Card (P-Card) Transactions:

  • Reviews all P-Card charges for completeness and accuracy.
  • Electronically approves (Signs Off) P-Card transactions in the system for payment by the Department of Financial Services (DFS).
  • Responds to audit inquiries within the established timeframe.
  • Provides technical assistance, trainings, and refresher trainings to Level 001 (cardholders) and Level 002 (supervisors/approvers) in the use of the P-Card Payment Management System.

 

  1. Acts as the Purchasing Card Liaison between CHD staff and the Central Office: 
  • Assists CHD staff with Pcard applications,
  • Collect canceled Pcard from CHD supervisors upon employee separations along with proper documentation
  • Provides technical assistance to cardholders 
  • Maintains the CHD’s Pcard inventory,
  • Assists in resolving issues that arise regarding P-Card transactions when cardholder can't resolve with vendor, 
  • Ensures that level 1 (cardholder) and level 2 (supervisor) process P-Card purchases in the system within the established timeframe,
  • Reports P-Card violations to Public Health Services Manager.

 

 

  1.  Other Tasks: 
  • Ensures all disbursements adhere to chapter 215.422 F.S. (prompt payment), rule 69I-40 F.A.C. (audit), DFS guidance, and all other financial or audit requirements.
  • Participates in conferences, teleconferences, conference calls, meetings, and seminars related to disbursements.
  • Performs other duties as assigned by supervisor, including performance of additional interpreter duties consistent with skill level, and as needed.
  • Acts as backup for other positions within the department.
  • Maintains the confidentiality for the information in accordance with state and federal statutes, rules, regulations and DOH Information Security Policies, Protocols and Procedures, in accordance with Protocol; Security – 3, V, Section 1-3.
  • Communicates all concerns and issues to Public Health Services Manager.

Required Knowledge, Skills and Abilities:

Knowledge of:

  1. DOH policies and procedures.

  4. Contract Management/Administrator Certification.

  6. Invoice processing and reconciliations (P-Card Holder).

Qualifications:

Valid Driver’s License

Preferred: A bachelor’s degree from an accredited college or university with a major or minor in accounting.
