Your Specific Responsibilities:

 

This position answers directly to the County Health Department (CHD) administrator and assists the Administrator in the administration and operation of the CHD This employee independently performs complex assignments under limited supervision, mostly independently planning details of procedures and methods to attain standards. The incumbent is skilled in recommending changes and developing standardized operating procedures, monitoring the progress of new and established procedures, compiling and reporting the data.  This position will provide input in the CHD’s programs and duties, including budget, personnel, management plans, decisions and concerns affecting the health department and services available to the community. Responsibilities of this position require the knowledge of Department of Health administrative and personnel policies and procedures, accurate communication of same, maintenance and preparation of confidential files and correspondence regarding the budget, personnel and management issues. 

 

This position coordinates special projects, prepares travel documents, conducts research, analyzes data and makes recommendations on assignments provided by the Administrator of the CHD.  Reviews reports, interviews employees, compiles data and recommends alternative courses of action on equipment, methods and personnel.  Maintains and updates all existing County Health Department policies; suggests appropriate policy improvements and/or formulates new policies to increase the agency’s effectiveness.  Creates forms and reports for evaluation purposes and monitors the successful implementation of materials.  Collaborates with supervisors in the implementation of policies, installation of new procedures and the development of effective management techniques.  Monitors corrective action and date of resolution.  Attends and takes meeting minutes for Senior Leadership and Supervisor Team meetings. 

 

Serves as Personnel Liaison, utilizing the FLHealthDeskHR ticket system to electronically submit requests for personnel actions to the Regional Human Resources office. Requests include, but are not limited to, requests for background screenings, offers of employment, requests for fiscal code changes, reclassifications, and separations. Drafts and submits Workforce Reduction Plans. Performs on-boarding for new employees and trains them in completing new employee documents. This position performs in a confidential capacity as defined in Florida Statutes 447.203(5). Reviews human resource records and reports that require action, research information needed for appropriate response and recommends solutions or effective course of action.  Assists supervisors in hiring new employees, including creating job announcements, reviews and grading applications, scheduling candidate interviews, preparing interview questions, preparing follow-up correspondence and any related administrative tasks.  Serves as Timekeeper and Requisition Manager in People First. Listens to and participates in DOH Bureau of Personnel and Human Resources Management weekly conference calls, processes resulting work assignments and implements necessary changes.

 

Written Communication: Processes correspondence for the DOH-Santa Rosa Administrator.  Prepares speeches and presentations for the Administrator. Prepares press releases, articles, website copy and SharePoint information.  Participates on grant writing teams.  Monitors progress and evaluates the effectiveness of projects.  Communicates to County Health Department staff and external community partners through letters and email.  Writes and/or edits reports for the Administrator.  Reviews records and reports that require action, research information needed for response and recommends solutions or course of action.

Public Communication:  Assists public officials, state health office staff, other government agencies and private health care entities with information on DOH-Santa Rosa and links to additional resources.  Represents the Administrator at meetings, matters and events as authorized. Participates on State PIO calls and serves on the CHD PIO team. Participates in community events such as health fairs, Chamber of Commerce functions, school functions and public meetings to promote DOH-Santa Rosa and support the agency’s mission. 

 

Records Management Liaison Officer (RMLO) for the health department. Processes all record requests with 5 business days.  Complies with FL Statutes, HIPPA and DOH Policy regarding release of confidential information.  Logs incoming and outgoing records. Disseminates incoming records to providers.

 

Assists in preparing strategic planning documentation, serves on the DOH-Santa Rosa reaccreditation team and Performance Management Council.  Serves as a Public Information Officer and may perform these duties during emergency situations at the Incident Command Center, the Emergency Operations Center, or other locations as deemed appropriate by the CHD Administrator.

Qualifications:

Minimum – Driver's License Bachelor’s Degree or the equivalent in work experience.
