The Environmental Specialist III is a core member of the Rookery Bay National Estuarine Research Reserve (RBNERR).

 

The National Oceanographic and Atmospheric Administration (NOAA) provides funding to state governments and universities to administer the National Estuarine Research Reserves (NERRs) currently implemented at 29 locations around the coastal United States and its territories.

 

The Rookery Bay National Estuarine Research Reserve (RBNERR), located in Naples, Florida was designated in 1978 as the third NERR in the nation due to its outstanding natural features including pristine mangrove forests and barrier islands.

Pay:

$51,000-$56,000 annually - 40 hours per week.

 

Your Specific Responsibilities:

The incumbent in this position serves as a program consultant responsible for the research and monitoring program at the Rookery Bay National Estuarine Research Reserve.

Develops and implements the coastal research and monitoring programs within the Reserve in accordance with state and federal policies and guidelines for the Department of Environmental Protection and the National Oceanic and Atmospheric Administration (NOAA). Serves as technical advisor for Reserve efforts towards resource protection by addressing resource threats and management issues. Serves as technical advisor to the Reserve Manager and the Management Team in developing rules, regulations, and guidelines regarding scientific research within the Reserve. Assists in evaluating resource management problems and recommends science-based and environmentally responsible solutions. Assists in the preparation and execution of the Reserve Management Plan.

Supervises, trains and directs work of staff assigned to the research program. Serves as a member of the Management Team and works collaboratively with other Reserve programs and personnel to find integrated solutions to a variety of environmental and organizational challenges. Coordinates the activities and work products of visiting investigators before, during and after their stay at the Reserve. Supervises graduate research fellows as appropriate.

Manages data, conducts data analysis and facilitates information transfer. Establishes and maintains a departmental priority for the proper collection and timely analysis of research data, synthesis of historical data, and creation of research data products for use by the science community, educators and coastal decision makers.

Coordinates and initiates efforts to locate and obtain external sources of funding for research and other related projects. Activities include grant writing and management for various state and federal funding opportunities as well as fostering partnerships with other agencies and organizations.

Coordinates activities with other state and federal researchers, environmental managers, and primary users of the Reserve to determine research needs and to encourage additional research within the Reserve. Prioritizes various responsibilities by striking a balance between coordinating external requests for data, assistance, equipment, guidance and cooperation with the internal workload tasked to the research staff. Prioritizes research needs with a focus on critical issues with guidance from the Reserve Manager and input from the Management Team.

Develops and delivers research presentations with an emphasis on effective transmission of scientific information to target audiences including environmental professionals, resource managers and coastal decision makers. Coordinates the development and dissemination of research reports and circulars. Prepares peer reviewed manuscripts with an emphasis on Reserve based research projects.

Performs various other duties as assigned or required.

 

Required Knowledge, Skills, and Abilities:

Knowledge of terminology, principles and analytical techniques of the physical and natural sciences. Knowledge of Florida coastal ecology and estuarine systems. Ability to accurately collect, evaluate, analyze and interpret scientific or technical data; understand and apply applicable rules and regulations; policies and procedures relating to environmental programs; efficiently and effectively manage time and resources including preparation and management of budgets; plan, organize and coordinate work assignments and to work independently without supervision; supervise and effectively manage employees; develop appropriate strategic objectives for department programs; develop successful working relationships with various local, state and federal partners to advance the mission of the Reserve; ability and willingness to work effectively in a collaborative work environment with staff from other disciplines; outside in harsh and uncomfortable conditions: operate boats with outboard motors for use on coastal waters. Required skills include data analysis, grant

writing, technical writing, and public speaking

 

Minimum Qualifications:

Driver’s License required.

Masters Degree required.

 

Preferred Qualifications:

Ability to operate boats with outboard motors for use on coastal waters preferred.
