DESCRIPTION:

The position of General Services Specialist provides and coordinates facility management services to all locations for the Department of Health in Collier County (DOH-Collier).  The General Services Specialist is responsible for coordinating and managing facilities maintenance issues, coordinating current building leases and contracts, safety and security regarding keys and building access, property inventory, vehicle management, and event assistance with disaster preparedness and serves as a backup courier.  The incumbent of this position must be able to work independently as well as with a team and have the ability to multi-task in fast-paced environments.  This position works and functions as a member of the Administrative Services Division and reports to the Assistant County Health Department (CHD) Director.

MAJOR DUTIES AND RESPONSIBILITIES:

Facility Maintenance

  • Ensures facilities which house DOH-Collier staff are maintained in good order and in accordance with county, state and federal requirements as applicable.
  • Manages work order facilities requests using the FLHealthDesk IT system to include initiating, reporting, tracking and following up on work orders.
  • Maintains the open and closed projects and work order report and sends the report to supervisor, administrator and safety coordinator monthly.
  • Collaborates with county facility staff and contractors (janitorial services and others) to ensure building and other facility issues are being addressed in a professional and timely manner.
  • Communicates facility issues to DOH-Collier leadership, supervisors and other staff.  Communication may be through multiple channels such as e-mail, building signs, teleconference, or in meetings, whichever is most appropriate or as directed.
  • Conducts daily, weekly, monthly, and annual internal/external building inspections of DOH-Collier facilities for cleanliness, safety, security and maintenance issues.
  • After hours point of contact for emergency DOH-Collier facilities issues.

 

Leases and Contracts

  • Coordinates current building leases with internal staff, county and/or state property office. 
  • Collaborates with the county Property manager on space requirements, current and new leases, or as directed by the Assistant CHD Director.
  • Coordinates, submits, and tracks building maintenance service contracts and/or Purchase Orders (P.O.s) to include but not limited to grounds maintenance, generator maintenance, air conditioning maintenance, pest control services, waste disposal, and biohazard waste disposal at all DOH-Collier facilities.

Safety and Security

  • Key Custodian. Manages all facility keys to include issuance, replacement and re-keying.
  • Coordinates building access with county Facilities and Personnel Liaisons (PL) for staff, contractors and others.
  • Assists safety coordinator with bi-monthly/annual fire drills or other drills in accordance with county, state, or federal requirements, whichever is applicable.
  • Assists safety coordinator with periodic inspections in accordance with county, state, or federal requirements, whichever is applicable.
  • Assists safety coordinator with American Disability Act (ADA) and Occupational Safety and Health Administration (OSHA) building requirements with county Facilities and state offices.
  • Coordinates with county Facility Operations and building security guards on threats, special events, and other security issues. Communicates safety and security issues to supervisor and administrator.

Property Management

  • Assists the organizational Property Custodian by submitting Capital Asset Transaction Requests to add or delete capital items from the organizational inventory to include tagging said assets with property tags.
  • Coordinates and submits the annual property inventory to the county Property Custodian and Assistant CHD Director.
  • Coordinates and arranges for the transfer of property to/from county Surplus and/or disposal of capital or other assets as needed in accordance with county or state procedures as applicable.

Vehicle Management

  • Coordinates Administrative Services vehicle issues such as repairs or preventive maintenance with county Fleet.
  • Initiates vehicle replacement and coordinates lease and/or purchase as directed by the Assistant CHD Director.

Special Project Management

  • Manages special projects to include allocated budgets for renovations, minor construction, modular furniture installations, and other projects.  Coordinates special projects with internal staff, contractors, county Facilities, and others to ensure minimal disruption to staff and clients.
  • Coordinates space requests with the Assistant CHD Director or as approved by the Health Department Administrator.  Prepares space(s) for occupancy to include telephones, Information Systems Division (ISD), painting, cleaning, furniture and other needs.
  • Coordinates with purchasing agent on facility maintenance quotes and purchase order details of product or services.
  • Maintains building blueprints and other documentation to include preventive maintenance requirements on certain equipment as needed.
  • Monthly review and sign off on special services invoice, coordinate corrections with county facilities.

 

Disaster Preparedness

  • Coordinates facility disaster preparedness issues with the local Disaster Preparedness Officer.
  • Reviews and inputs to facility Continuity of Operations Plan (COOP) plan(s) and ensures DOH-Collier facilities are prepared to function in such a role.
  • Works with disaster preparedness staff, county Facilities, and others during events or drills to coordinate facility issues and provide technical and other assistance.
  • Other disaster preparedness tasks as directed.

Courier Services

  • Serves as a Courier.  Delivers and picks up mail and/or other items at DOH-Collier locations to include temporary Points of Distribution (POD).  Ensures applicable paperwork is completed upon delivery, if needed.
  • Sorts, processes, and delivers to distribution areas to include inter-office mail for all departments residing in DOH-Collier facilities.

     Other

  • Annually reviews and updates the General Services Internal Operational Procedures (IOP) and the general Services section of the Information Security IOP.
  • As needed, provide lunch and bank run coverage for purchasing staff.
  • Other duties as assigned, including duties assigned before, during and/or after an emergency situation including man-made & natural disasters.    

   

KNOWLEDGE SKILLS AND ABILITIES DEEMED ESSENTIAL TO THIS POSITION:

  • Knowledge of facility management to include standard operations, procedures and processes.
  •  Ability to research and interpret county, state and federal facility management requirements.
  •  Knowledge of customer service and best practices.
  •  Skill in the use of a computer, especially Word and Excel.
  • Ability to communicate effectively either in writing or orally with DOH-Collier senior managers, community partners, and other DOH staff.
  •  Ability to establish and maintain effective working relationships with others. 
  • Ability to independently identify and resolve facility management issues. 
  • Skill in the use of basic hardware tools.
  • Ability to lift at least 50lbs.
  • Move freely around facilities and work outside in high heat and humid conditions.

 

REQUIREMENTS:

A valid Florida Driver’s License and reliable transportation are required.
