Title: GOVERNMENT OPERATIONS CONSULTANT II (Working Title: Personnel Liaison)

Location: Naples

This position serves as a Personnel Liaison (PL) for the Florida Department of Health in Collier County (DOH-Collier). This individual provides a wide variety of HR-related and other critical staffing support services to the County Health Department (CHD) Administrator, Section Directors, program managers, supervisors, and staff. The incumbent in this position must maintain a high degree of confidentiality due to the nature and type of information being processed. This individual is assigned daily work by the Lead Personnel Liaison and assists the PL with various personnel duties to include general services, recruitment, classification, and volunteer/intern coordinator.  Contributes to the organization’s culture of performance excellence by actively seeking to improve personal and organizational performance through measurement, analysis, knowledge management, and processes improvements and participation in performance management committees, councils, and/or workgroups. Continuously demonstrates the Department’s ICARE values. This position reports to the ASST COUNTY HEALTH DEPT DIRECTOR-HLTH.

 

Your Specific Responsibilities:

General Human Resources Duties

  • Maintains various HR lists rosters.
  • Revises and ensures Positions Descriptions (PDs) are meeting the current requirements before submission.
  • Routes and track PDs for signature
  • Prepares PD organizational charts utilizing Microsoft VISIO
  • Assists with processing various HR tickets in the FLHealthDesk system.
  • Assist with pre-employment onboarding appointments.
  • Conducts New Employee Orientation
  • Train supervisors as needed on the use of FLHealthDesk-HR.
  • Coordinate the issuance of employee identification badge with the Information Technology section.
  • Ensure completion of Dual Employment and Outside Employment requests.
  • Participate on servicing HR conference calls.
  • Ensure sufficient justification is included in all FLHealthDesk-HR tickets.
  • Prepare New Hire, Separation, Employee update communications.
  • Prepare Service Award Recipient list for All Staff Days.
  • Coordinate ordering of service awards and retirement awards.

 

Recruitment

  • Create and ensure the correct FLHealthDesk-HR recruitment ticket is initiated to fill a position.
  • Work with supervisors as requested in reviewing, creating, modifying, and submitting requisitions in PeopleFirst and the servicing HR is listed as the final approver.
  • Notify servicing HR when an advertisement needs to be re-posted so that the FLHealthDesk-HR ticket is updated or contact PeopleFirst to cancel requisitions as needed.
  • Ensure all career service advertisements are posted to Veterans Preference advocacy group website.
  • Provide requested information for veterans’ preference management reviews.
  • Ensure correct Veteran Preference points are applied in the recruitment process.
  • Ensure applications/resumes are reviewed, screened, and scored by utilizing the applicant ranking grid.
  • Ensure the candidate checklist is completed during the interview process.
  • Collect Social Security Disclosure Form, FRS form, Relatives form from selected candidate at step 11 of the Recruitment ticket.
  • Complete Form 3 of recruitment ticket ensuring funding and personal information is accurate and the Background Screening Consent and Statement form is completed. 
  • Assist with coordinating and/or conducting screenings for pre-employment and Five Year Rescreen of employees and non-employees.
  • Maintain supply of chain of custody forms for drug screening and ensure applicants are provided with instructions to be screened.

 

TRAIN Administrator

  • Registers, monitors and tracks staff completion of mandatory training courses. 
  • Provides communications to individual staff members, supervisors and senior managers of staff course completion status. 
  • Facilitates upload/link of new local courses into TRAIN and communicates availability to staff. 
  • Provides staff assistance with TRAIN as needed. Monitors staff TRAIN accounts and updates as needed.

 

Classification

  • Ensure current version of position descriptions (PDs) are updated to meet Department requirements
  • Career Service PDs duties equal 100 percent
  • SMS / SES PDs do not contain percentages, and the correct exemption is indicated.
  • All required signatures (including incumbent) are obtained.
  • Supervisor and subordinate information are accurate.
  • Verbiage regarding licensure, registration or certification requirements, education, second language, background screening, financial disclosure, drug testing, emergency duty statement, on-call, cashiering duties, all other appropriate designation information; conditions for new hire.

 

Assistant Volunteer and Intern Coordinator

  • Promote and recruit volunteers and interns.
  • Conducts onboarding, orientation, and training of volunteers.
  • Actively maintains a database and individual files keeping records of numbers of volunteer and hours.
  • Coordinates volunteers and interns with work unit supervisors for proper placement.

 

Performs other duties as assigned to include but not limited to:

  • Participates in quality improvement activities.
  • As needed, provide lunch and bank run coverage for purchasing staff. 
  • Serves as a backup Courier. Delivers and picks up mail and/or other items at DOH-Collier locations to include temporary Points of Distribution (POD).
  • Serves as a backup Equal Opportunity Coordinator.
  •  Other duties as assigned.

Proficient in different Computer Software and/or Formats (Excel, Access, Word, PowerPoint, VISIO, SharePoint, FIRS, etc.)

Qualifications:

Notary Public Certification within 60 days of hire.

Valid Driver’s License and reliable transportation.

Incumbent may be required to work before, during and/or beyond normal work hours or days in the event of an emergency.  Emergency duty required of the incumbent includes working in special needs or Red Cross shelters, or performing other emergency duties including, but not limited to, responses to or threats involving any disaster or threat of disaster, man-made or natural.
