Title: GOVERNMENT OPERATIONS CONSULTANT II (Working Title is Personnel Liaison)

INTERNAL AGENCY OPPORTUNITY

This is position serves as the Lead Personnel Liaison (PL) for the Florida Department of Health in Collier County (DOH-Collier). This individual provides a wide variety of HR-related and other critical staffing support services to the County Health Department (CHD) Administrator, Section Directors, program managers, supervisors, and staff.  This individual must be able to research, gather, and disseminate information, prepare correspondence, interpret policy, provide guidance and assistance to others as needed. The incumbent exercises independent judgment in accomplishing the diverse duties associated with this role. This position reports to the ASST COUNTY HEALTH DEPT DIRECTOR-HLTH.

 

Your Specific Responsibilities:

 

Personnel Liaison (PL):  As the Lead worker, provides technical oversight and guidance to other Personnel Liaisons which includes planning workloads, setting priorities, problem resolution. Coordinates daily work assignments. Monitors and review daily, weekly and monthly workload. The PL will perform a wide variety of HR-related duties as detailed below.  Refer to the PL Service Agreement for a more detailed description of duties.

 

Classification

  • Ensure position descriptions (PDs) are updated to include but not limited to: career service PDs equal 100%; SMS/SES PDs do not contain percentages and the correct exemption is indicated; All required signatures are obtained; Supervisor and subordinate information is accurate; verbiage regarding licensure, registration or certification requirements, education, second language, background screening, financial disclosure, drug testing, emergency duty statement, on-call, cashiering duties, other appropriate designation information; conditions for new hire.
  • Initiate or review FLHealthDesk-HR classification tickets to ensure updated PD with signatures and org charts are attached.  Use the Classification Package Checklist and Classification Package Review Guide to ensure the ticket: is complete and accurate; has adequate justification and all required signatures; contains all PDs affected by the classification action; contains correct class codes, position numbers, and class titles, including occupation and broadband levels; current and proposed org charts are included; and that information on org charts matches information on PDs.
  • Submit requests for new OPS position numbers to the servicing HR Office.
  • Initiate FLHealthDesk-HR ticket for new or changing OCA or FLAIR org Codes.

 

Recruitment

  • Ensure an FLHealthDesk-HR recruitment ticket is initiated to fill positions; work with supervisors in reviewing, creating, modifying, and submitting requisitions in People First.
  • Verify and arrange payment for recruitment advertisements submitted using other job boards; ensure all Career Service advertisements are posted to an outside Veteran Preference (VP) advocacy group website.
  • Provide information for VP management reviews; ensure VP points are applied to the recruitment process.
  • Ensure applications/resumes are reviewed, screened and scored by utilizing the applicant ranking grid; ensure responses to qualifying questions are documented on the application/resume; ensure the candidate checklist is completed during the interview process; ensure funding information is accurate.
  • Assist with coordinating screenings (background, drug) for pre-employment; maintain supply of chain of custody forms for drug screening; attach completed consent forms to recruitment ticket.
  • Ensure hiring managers verify professional licenses; verify and attach Selective Service Registration; verify education; attach pre-employment documents (reference checks, etc.); obtain proof of drivers’ license; ensure supervisors utilize the Recruitment and Selection File Checklist; new hire forms are completed by employee/non-employee in three business days of hire; certification of Form I-9 is completed through E-Verify within three business days of hire; provide servicing HR office with fiscal codes for five year rescreens and coordinate employees to complete background rescreens.

Payroll

  • Consult with servicing HR office for any payroll actions that may have an adverse effect on the employee; advise management of policy limitations for payroll activities utilizing the Pay and Salary Actions policy (DOHP 60-37); forward pay schedules and leave audit template to all staff upon receipt; advise employees to register via the state Employee Information Center; report leave without pay to servicing HR; submit classification tickets including temporary special duty (TSD) pay additives at least 14 days before the effective date; Coordinate wage garnishment orders.

 

Attendance and Leave

  • Act as the Time Administrator and assist supervisors to ensure attendance and leave records are approved in People First; communicate information to employees about early payroll deadlines.
  • Review missing timesheet report and ensure missing timesheets are approved within two (2) business days.
  • Assist employees with submitting Sick Leave Transfer Request to Use tickets, ensure medical documentation is provided, ensure timesheet is entered bi-weekly. 
  • Review administrative leave report to ensure employees have appropriately recorded time and submitted required documentation to support absence.
  • Assist supervisors to ensure all on-call/subject-to-call employees have signed an on-call/subject-to-call acknowledgement form, PD is updated and approved via Classification ticket prior to assignment of on-call duty, and it has been forwarded to the servicing HR.
  • Maintain office closure listing.  Assist staff with proper coding of disaster timesheets. 

 

Insurance and Benefits

  • Assist by following up with employees, as requested by the servicing HR, in response to reports sent out by BPHRM; ensure employees are referred to the New Employee Information SharePoint page for information regarding benefits; schedule onsite visits by approved benefits vendors and schedule Florida Retirement System seminars as requested; initiate or assist employees with submitting a retirement application ticket.   

 

Labor Relations

  • Assist adversely affected employees with career resources and questions; assist with submitting a FMLA/FSWP ticket; forward reports regarding performance expectations and evaluations deadlines.

 

Workers’ Compensation (WC)

  • Assist employees in initiating claims to WC provider and inform employees and supervisors to file incident reports; coordinate with the servicing HR on anticipated return to work date/work status for injured worker; assist with ADA Accommodation requests.

 

Systems

  • Run routine personnel reports as needed; notify local system managers (HMS, Everbridge, FLSHOTS, etc.) of personnel actions which require access or profile changes; Familiarity and working knowledge of BPHRM SharePoint pages, FLHealthDesk-HR, People First, and other related HR systems.

 

File Room

  • Assist supervisors to ensure new employee forms are completed within three (3) business days of hire. 
  • Initiate a Submit Documents to HR ticket to send a copy of professional license renewals to servicing HR.
  • Forward public records requests, employment verifications, and subpoenas to servicing HR within one (1) business day of receipt.
  • Assist with retrieving archived termed personnel files when needed (files that were not transferred to servicing HR). 

 

HR-Related Training

  • Provide (Basic Supervisory Training Plan) BSTP training materials received from servicing HR to participants; communicate dates of scheduled BSTP training dates.
  • Provides other HR-related training to staff as needed or as directed.

 

General

  • Ensure posters, including but not limited to equal opportunity, minimum wage, workers’ compensation, and EAP are displayed as required by law or policy; coordinate issuance of employee identification badges; ensure Dual Employment and Outside Employment requests are approved prior to employee starting; Participate on servicing HR conference calls.
  • Monitors position vacancies.
  • Coordinates Service and Retirement awards programs and presentations with Administrator, Facilities Manager, award recipients, and others as needed. Orders certificates and awards prior to presentation.
  • Employee Onboarding. Conducts employee onboarding process when needed. Provides review of benefits, training requirements and ensure required new hire documents are electronically signed (or written signature as applicable). Ensures that all required documents are forwarded to servicing HR office for processing.

 

Volunteer Services Coordinator

Coordinates and facilitates volunteer services with supervisors and potential volunteers to include volunteer applications and background screenings.  Assesses volunteer knowledge, skills and abilities and makes recommendations on placement. Maintains a comprehensive database tracking of all volunteer hours for the annual report due to the Regional Volunteer Coordinator. Initiates separation tickets as needed for non-employees. Primary point of contact for all volunteer-related activities.

 

Student Intern Program CoordinatorCoordinates, manages, and facilitates student internships with universities and technical schools.  Proactively work with universities and technical schools to initiate DOH intern placement of students, communicate with school representatives, coordinate evaluations, and other services as needed with program supervisors and potential interns.

 

TRAIN Administrator Backup:  Supports TRAIN administrator. Registers, monitors and tracks staff completion of mandatory training courses.  Provides communications to individual staff members, supervisors and senior managers of staff course completion status.  Facilitates upload/link of new local courses into TRAIN and communicates availability to staff.  Provides staff assistance with TRAIN as needed. Monitors staff TRAIN accounts and updates as needed.

 

Incident Reporting LiaisonCoordinates staff completion of incident reports as directed by the Office of the Inspector General.  Monitors and tracks incident reports submitted by DOH-Collier staff within the Statewide Incident Report System and facilitates final completion of open incident reports.  Submits incident reports if applicable and assists or trains staff members as needed.  Provides the Administrator and senior leadership with incident report data and statistics.

 

EEO Compliance Coordinator:

In accordance with Title VI of the Civil Rights Act of 1964, appointed as the Florida Department of Health in Collier County Equal Opportunity Coordinator (EEO) in 2020.  Responsible for the organization’s compliance with completion of the Civil Rights Compliance and Contractor checklists, maintain building/facility compliance report, all required posters are updated as needed, and coordination and processing of any Equal Opportunity complaints. Duties also include coordinating auxiliary aids for persons with sensory, manual or speech Impairments and the Limited English Proficiency Plan.

 

 

Performs other duties as assigned to include but not limited to:

  • Participates in quality improvement activities.
  • As needed, provide lunch and bank run coverage for purchasing staff.
  • Serves as a Backup Courier.  Delivers and picks up mail and/or other items at DOH-Collier locations to include temporary Points of Distribution (POD).
