Your Specific Responsibilities:
This position is a leadership role serving as the Program Manager for the School Health Program at the Department of Health in Collier County (DOH-Collier) and reports directly to the Health Medical Executive Director. This position spends most of the time engaged in supervisory responsibilities. This includes communicating with, motivating, training, and evaluating employees in addition to planning and directing employees' work. The incumbent has the authority to hire, transfer, suspend, lay off, recall, promote, discharge, assign, reward, or discipline subordinate employees or effectively recommend such action. The incumbent will also be required to develop performance expectations, meet with staff regularly to discuss performance, complete performance reviews, maintain vacation and work schedules, ensuring proper coverage, and complete timesheets. This position is specifically responsible for the direct supervision of The School Health program. This person also serves as a liaison with all other departments and community partners to assure that all programmatic requirements are completed and goal are met. This position is responsible for supervisory duties including, but not limited to, hiring and selection, developing performance plans, conducting performance appraisals, planning, and directing work, approving leave, and taking disciplinary action as appropriate. Contributes to the organization’s culture of performance excellence by actively seeking to improve personal and organizational performance through measurement, analysis, knowledge management, and processes improvements and participation in performance management committees, councils, and/or workgroups. Continuously demonstrates the Department’s ICARE values.
Program Management
This position is responsible for the planning, directing and organization of the School Health program. Includes collaboration with community partners within School Health. Manages staff within the assigned areas of responsibility. This includes supervisory duties including, but not limited to, hiring and selection, developing performance plans, conducting performance appraisals, planning, and directing work assignments, approving leave, and other personnel management action as appropriate. Prepares budget for the school health program. Monitors budget and contracts deliverables throughout the year. Keeps business manager and Nursing Director informed as to any increased expenditures that would not be within designated school health budget. Develops, implements, and maintains appropriate budgetary controls, monitors activities, initiates timely and effective corrective actions. Stays withing budget and makes appropriate budgetary recommendations. Responsible for monitoring applicable contracts for compliance.
Day-to-day operations in School Health
Functions as the liaison between the Florida Department of Health in Collier County staff and the Collier County Public School staff to accomplish requirements of school health services. This includes but is not limited to:
- Functions as a liaison with all community partners involved with school health services.
- Assures that methods of acquiring data sets needed to meet the requirements of school health reporting and monitoring in the Health Management System are met.
- Updates and generates all school screening forms, reports, and calendars. At the end of the School Year, assists with the processing and formatting of data for school district and community partners.
- Provides education to the public regarding school health services when required. Develops and implements school health plan in conjunction with school personnel to ensure compliance with state and county regulations and needs.
- Participates in and ensures the school health advisory committee is active in the county, provides input to the school system on all issues related to health and presents as necessary to the School Board on issues related to school health.
- Directly coordinates all Department of Health School Health staff and services, and related support activities for the county.
- Monitors activities of the school health services provided by the Collier County School Board and Contracted partners providing services that fall under the purview of school health services.
- Assists with the assessments and evaluation of School Health programs.
- Interprets agency policies and services as the liaison between community, school system and staff.
- Reviews, evaluates and validates statistical data for the School Health programs.
- Assists in the formulation of policies and procedures for nursing and support services.
- Assists with maintenance, review and updates each year prior to signature for current year manual.
- Assists with the assessments and evaluation of School Health programs.
- Interprets agency policies and services as the liaison between community, school system and staff.
- Reviews, evaluates and validates statistical data for the School Health programs.
- Assists in the formulation of policies and procedures for the school health program.
- Assists with maintenance, review and updates each year prior to signature for current year
- Coordinates with local nursing school leaders to create a clinical rotation that supports coverage required for successful completion of the school health screenings.
- Develops and continuously evaluates the staffing plan of the School Health programs.
- Attend School Health Advisory Committee meetings and other community meetings as assigned to identify resources and assist in the development to expand, enhance and initiate new school health program based on identified needs.
- Ensures Program Standards and Guidelines and other applicable program standards are met.
- Conducts recruiting, interviewing, hiring activities and takes disciplinary action or effectively recommends such actions.
- Provides direct supervision of staff within the program including appraisals, planning and directing work, approving leave and personnel changes, and making appropriate changes within the People First system.
- Completes school health scope of work and annual reports.
Quality Assurance and Quality Improvement
Responsible for Quality Improvement (QI) and Public Health Accreditation Board (PHAB) requirements within FPH. Reviews and updates of all nursing care policies and procedures in accordance with Florida law and related nursing practice standards. Assists Executive Community Health Nursing Director to assure staff are working on quality improvement projects, following DOH values, assisting with Strategic Planning, PHAB Accreditation Standards and Sterling Business Excellence Model. Participates in performance improvement program for quality control and enhancement for client centered clinical services. Contributes to the organization’s culture of performance excellence by actively seeking to improve personal and organizational performance through measurement, analysis, knowledge management, and processes improvements and participation in performance management committees, councils, and/or workgroups. Continuously demonstrates the Department’s ICARE values.
Administrative/Other
Responsible for communicating with and motivating nursing personnel, clients, and populations in the community. This position is responsible for securing information sets for the purpose of protecting confidentiality, data integrity, and appropriate access for all information, both confidential and public record, which is stored in hard copy or electronic format. This position will interpret and facilitate department policy for the Division of Family and Personal Health and other nursing policies throughout the CHD. Plans, develops, implements, and evaluates procedures, policies and protocols for community health nursing practice and community health programs assuring compliance with local policies and all related state and federal programmatic requirements, rules, and regulations. Other duties as assigned. This position is at risk for exposure to blood borne pathogens. Performs other duties as assigned including but not limited to:
- Assists Department of Health immunization clinics as needed
- Performs other related duties as required including disaster preparedness
Required Knowledge, Skills, and Abilities:
- Competencies: Demonstrated competency in the areas of emotional intelligence, leadership, management and organization and critical thinking.
- Knowledge: a working knowledge of the following CDC HIV/AIDs Prevention and HrSA Ryan White Programs, Behavioral Interventions, HIV Testing, Outreach Strategies: Ryan white, ADAP, HOPWA, TBRA.
- Abilities: Demonstrated experience in the following: managing budgets, engaging partners in community prevention efforts, development of prevention programs o include the use of logic models and an evaluation component, supervising staff for peak performance, HIV/AIDS counseling and testing, developing/implementing QI initiatives, working independently to set and meet goals and making decisions.
- Skills: demonstrated skills in the following areas: data manipulation and analysis, report writing, public speaking. Proficient in use of MS Word, MS Excel, MS Outlook, MS Publisher and MS Visio.
Qualifications:
Minimum
- HIV/AIDS 500/501 Counseling and Testing Certification (Florida Statute 381)
- Current Florida driver’s license and reliable transportation and willingness to use personal vehicle for business-related travel.
- Experience performing phlebotomy or willingness to learn
- Emergency Duty - Incumbent may be required to work before, during and/or beyond normal work hours or days in the event of an emergency. Emergency duty required of the incumbent includes working in special needs or Red Cross shelters, or performing other emergency duties including, but not limited to, responses to or threats involving any disaster or threat of disaster, man-made or natural.
- Required Disaster Training: ICS 100, 200, 700, 800, 300 & 400 to be completed within 90 days of employment.
- N-95 Mask – ability and willingness to wear an N-95 respirator.
- Computer Database Proficiency – Demonstrated proficiency in the use of the following computer systems within 12 months: ADAP, PROVIDE, HMS, Florida SHOTS and Careware.
- Information Custodian – This position is responsible for maintaining information for the following data sets in accordance with state and federal statutes, rules, regulations and Department of Health policy as it relates to information custodian: Case Management records.
- Additional hours may be required in the event of a public health disaster or as needed. Ability and willingness to work flexible hours (evenings, weekends & holidays) when needed to address client needs, outbreaks or other public health emergencies.
Preferred:
- Master’s degree from an accredited university or comparable professional, relevant experience.
- Bilingual in English and Spanish.
- American Heart Association CPR certification
- Experience with school health screenings.
