Your Specific Responsibilities:
This is a professional administrative position working in the Special Supplemental Nutrition Program for Women, Infants and Children (WIC). The incumbent manages the WIC administrative functions at all Collier County WIC Project offices and does independent work analyzing, developing, and assisting in the installation of approved managerial policies, practices, and procedures. Serves as Security/Information/Key Custodian and Information Custodian for that program area. Adheres to all security, integrity, and confidentiality regulations, policies, and procedures related to information under the direct control of this position. The incumbent in this position is required to satisfactorily complete the following trainings in TRAIN at least 30 days prior to the beginning of each annual budget cycle established in the RPI process: FDOH FIRS-Our People, FDOH FIRS-Fiscal Reports and FDOH FIRS-Budget Module L4. This position reports to the Social Services Manager-SES
Manages administrative aspects of the Collier County WIC Project along with the Nutrition Program Director and WIC Coordinator. Independently reviews and monitors assigned program budgets and OCA balances monthly and meets with CHD Business Office personnel at least quarterly to make any necessary adjustments. Prepares, manages, and submits annual budget proposal to PH Nutrition Program Director and monitors expenditures. Prepares purchase requisition, creates and maintains budget spreadsheets, prepares vendor documents and ensures compliance with state guidelines (i.e. quotes, budget restrictions). Monthly cpmpares actual expenditures against projected expenditures and briefs PH Nutrition Program Director and Community Health Promotion Director. Analyzes spending trends, forecasts routine expenses and develops action plans as necessary to meet budget requirements. On a regulary basis reconcils budget module step 2 salary and fringe amounts for WIC program staff and provides an overview of signitifcant differences.
Responsible for reporting all expenditures for the Collier County WIC Project in accordance with federally mandated regulations in DHM 150-24 for the WIC Monthly Report of Program Operations. Responsible for the compilation and accuracy of the WIC monthly report for this agency. Formulates new management techniques to improve quality of performance and accountability; develops and analyzes tracking procedures for all audit requirements. Oversees the administration of requisitioning, purchasing, and receiving of WIC agency goods and services. Complies with and monitors compliance with mandatory requirements in Section 215.422, Florida Statutes, and Chapter 69I-24, Florida Administrative Code.
Responsible for ordering and receiving Direct Distribution Formulas, and timely submission of correctly documented invoices to the State WIC office.
Functions as the Collier County WIC Retail Management Coordinator, monitoring all contract and training required for all participating vendors. Administers the compliance of all WIC contracts with local vendors; evaluates vendor electronic and other data, analyzing it for potential problems and adherence to regulations. Maintains documentation of participant and vendor contacts. Interprets established policy and provides information for the resolution of problems.
Facilitates a quality improvement project as the WIC team lead on underperforming measures using the PDCA problem solving methodology. Provides operational control of continuous quality improvement activities as the department QI representative. Trains WIC staff on the use of PDCA and the tools used in the continuous improvement process.
Responsible for WIC Administrative Reports including identification of errors, re-training of staff as needed, and maintenance of records. Ensures requirements are completed per DHM 150-24.
Functions as the Collier WIC travel reimbursement (STMS) subject expert. Provides staff training, and assistance as needed.
Completes and approves all required reports, requests and assignments correctly and within requires timeframes. Responsible for good communication of all program issues with the WIC Coordinator and Nutrition Program Director. Provides technical assistance to WIC staff, researching and interpreting State Office policy issues, especially associated with vendor contract management, inventory control process, computer issues, travel, and purchasing.
Responsible for the management of Collier County WIC Project equipment and OCO inventory. Requests property numbers for all OCO items purchased. Serves as delegate in the Asset Management System.
Orders, receives and distributes EBT and ID/VOC cards for all sites. Maintains and reconciles master inventories for WIC EBT cards. Assists with orders of special formula stock for all clinic sites. Arranges for credit/return of unused special formula.
Coordinates record and inventory retention and maintenance for all WIC sites.
Prepares and tracks WIC purchase orders.
Attends staff meetings, in-services and training as requested. Assist WIC clinics on occasion.
Other duties as assigned.
Required Knowledge, Skills, and Abilities:
- Competent keyboard skills required.
- Ability to learn FL-WiSE, FLAIR, SAMAS, SIMS and FIS computer systems, CCHD software applications and use calculator.
- Ability to maintain client confidentiality and interact professionally with staff and the public.
- Good customer service skills essential.
- Public speaking ability or experience teaching/training recommended.

- Valid Florida Driver’s license and reliable transportation.
- Incumbent may be required to work before, during and/or beyond normal work hours or days in the event of an emergency. Emergency duty required of the incumbent includes working in special needs or Red Cross shelters, or performing other emergency duties including, but not limited to, responses to or threats involving any disaster or threat of disaster, man-made or natural.
