This position is assigned to the Tuberculosis Clinic as an OPS Senior Clerk with the Department of Health Collier County (DOH-Collier). The incumbent must be able to work with a team and must be able to communicate effectively with clients and representatives from 3rd party insurance companies, Medicaid, and Medicare for the verification of insurance and coverage. Additionally, this position is responsible for client scheduling, registration, clinic check-in/check-out, fee collection and other billing functions. This position reports to the TB PROGRAM MANAGER-NURSING PROGRAM SPECIALIST.
Your Specific Responsibilities:
Medical Billing: Performs billing functions for the Florida Department of Health in Collier County including, but not limited to:
- Verifies client insurance and coverage to include Medicaid, Medicare, and 3rd party insurances.
- Utilizes the FLMMIS system, Change Health, insurance web portals and other systems to verify insurances.
- Marks and bills services.
- Assists with working the aged accounts receivable and billing denials.
- Other billing functions as needed.
Performs health information management functions for the Florida Department of Health in Collier County including, but not limited to:
- Makes clinic appointments utilizing Health Management Systems (HMS)
- Collect personal and sensitive information from clients and input information into client database utilizing Health Management Systems (HMS)
- Registers clients for services in Health Management Systems (HMS), determines financial eligibility and payment status
- Enters services into the services and billing module in Health Management Systems (HMS).
- Provides clerical support to the TB program including answering phone calls, making appointments, registering clients, and billing.
General Administrative:
- Manages medical records systems.
- Makes copies of medical records as requested by authorized personnel to include attorneys, providers and clients.
- Verifies payment source for each client prior to each visit.
- Process records sent to storage and retrieves records per retention schedules as needed.
Provides receptionist coverage as needed.
Performs other duties as needed.
Required Knowledge, Skills, and Abilities:
- Knowledge of administrative and clerical procedures and systems
- Knowledge of personal computers, various software, email, and database management
- Skilled in typing and the use of word processing equipment
- Skilled in using a multi-line desk phone
- Ability to handle telephone calls in a courteous and effective manner
- Ability to communicate in writing and verbally in both English and Spanish
- Ability to establish and maintain effective working relationships with others
- Ability to schedule and coordinate assigned work responsibilities
- Ability to work independently
- Ability to follow instructions
- Ability to review data for accuracy and completeness
- Skilled in computer software including data entry, Microsoft applications and search tools.

Qualifications:
Minimum:
- A valid driver’s license.
- Bilingual in English and Spanish both verbal.
- Able to lift 25 lbs and climb on small ladders.
- Emergency Duty: Incumbent may be required to work before, during and/or beyond normal work hours or days in the event of an emergency. Emergency duty required of the incumbent includes working in Special Needs or Red Cross Shelters, or performing other emergency duties including, but not limited to, responses to or threats involving any disaster or threat of disaster, man-made or natural in accordance with Florida Statute 252.42.
