Your Specific Responsibilities:

This is a key managerial position and is responsible for directing all programs and activities within the Community Health Promotion Division with the Florida Department of Health in Collier County (DOH-Collier). Serves as the Division Director for clinical and community based essential Public Health programs including Women Infants and Children (WIC), Tobacco Prevention, Healthy Communities, Injury Prevention, Minority Health Liaison, Community Health Improvement Planning, and other public health related programs. Reports directly to the County Health Department (CHD) Administrator and serves as a member of the DOH-Collier Leadership Team which includes providing coverage at the Collier County Emergency Operations Center as a member of the Emergency Support Function - 8 (ESF-8) Team or Special Need Shelter. This position spends more than 50% of the time engaged in supervisory responsibilities. This includes communicating with, motivating, training, and evaluating employees in addition to planning and directing employees’ work. The incumbent has the authority to hire, transfer, suspend, lay off, recall, promote, discharge, assign, reward, or discipline subordinate employees or effectively recommend such action. The incumbent will also be required to develop performance expectations, meet with staff regularly to discuss performance, complete performance reviews, maintain vacation and work schedules, ensuring proper coverage, and complete timesheets. Contributes to the organization’s culture of performance excellence and leadership team by actively seeking to improve personal and organizational performance through measurement, analysis, knowledge management, and processes improvements and participation in performance management committees, councils, and/or workgroups. Continuously demonstrates the Department’s ICARE values.

 

Directs the delivery of health education programs for DOH-Collier. Provides supervision and assists Health Educator program managers with the delivery of community interventions targeting the obesity epidemic, tobacco prevention, injury prevention and other emerging public health threats. Provides oversight to ensure health education program workplans are developed, monitored, and evaluated to sustain program services. Monitors completion of goals and objectives and ensures program plans and reports are completed as required. Manages and monitors program budgets. Builds cross-sectional partnerships to align public health, healthcare, and non-health (e.g., housing, social service) interventions. Works in collaboration with community health partners to advance improved health outcomes and reduce health disparities among populations at greater risk of poorer health outcomes.

 

Oversees the delivery of the WIC programmatic and administration functions. Oversees the WIC federal grant allocation. Monitors program operations to ensure the operation of service is maintained within State and Federal guidelines and facilitates appropriate corrective action as required. Bi-annually assists in developing a comprehensive program and nutrition education plan according to standards established by the State office. Monitors completion of goals and objectives and improvement efforts to improve underperforming performance indicators.

 

Serves as the DOH-Collier Community liaison to community health and local public health system partners. Responsible for the coordination and administration of the Community Health Improvement Planning (CHIP) process. Oversees the administration of the Community Health Assessment, Community Health Improvement Plan, Health Equity Plan, and other CHIP workgroup plans and assessments. Duties include community engagement, building partnerships, conducting presentations, planning, implementing, monitoring, and evaluating programs designed to encourage healthy lifestyles and environments. Oversees the coordination of a community health needs assessments through public health surveys, focus groups, and evaluating indicators of community health data. Collaborates with community partners to develop strategies for improved community health outcomes. Provides oversight of the development and maintenance of the Community Health Improvement Plan and various workgroups. Facilitates the Healthy Collier Coalition Executive Committee meetings. Serves as a lead for the Age-Friendly initiative and other CHIP workgroup initiatives.

 

 

Uses the Performance Management System to develop strategic objectives, tracks performance and develops action plans to improve underperforming measures. Provides operational leadership of continuous quality improvement activities for the Community Health Promotion Division. Participates as an active member of the Performance Management Council, Performance Excellence Leadership team, and the Workforce Development team.

 

Writes or seeks grant proposals for extending funding and delivery of Health Education services. Assists program managers with writing grant proposals for extending funding and delivery of Health Education services. Promotes DOH-Collier programs and services, emerging public health threats, and community health assessment outcomes to partners and the community. Makes community presentations on request.

 

Oversees the facilitation of Health Information Data Analysis (HIDA) through the collection and data analysis to identify community needs prior to planning, implementing, monitoring, and evaluating programs designed to encourage healthy lifestyles, policies, and environments.

Maintains professional competency by attending training opportunities and conferences related to professional service delivery.

Required Knowledge, Skills, and Abilities:

Knowledge of WIC and Health Education Programs data management techniques to effectively measure and communicate outcomes.

Demonstrated experience in community health improvement planning.

Demonstrated experience in managing community health assessments.

Skill in use of computers and Microsoft office applications.

Ability to direct multiple programs and mentor staff.

Ability to develop a multi-source budget and effectively operate programs within the approved fiscal year budget.

Ability to collaborate with community partners in support of healthy initiatives.

Ability to facilitate groups.

 

Qualifications:

Required:

Bachelor’s degree from a United States accredited college or University.

Incumbent may be required to work before, during and/or beyond normal work hours or days in the event of an emergency.

Emergency duty required of the incumbent includes working in special needs or Red Cross shelters, or performing other emergency duties including, but not limited to, responses to or threats involving any disaster or threat of disaster, man-made or natural.

 

Preferred:

Public Health experience and Community Health Assessment and Community Health Improvement Planning experience.
