This Administrative nursing position serves as the Director of Clinical Operations and reports to the Administrator. The position requires the ability to exercise independent judgment in formulating organizational goals and assisting in the formulation of policies and procedures that have significant impact on services, personnel and budgets. Areas of responsibility are supervision of medical and non-medical staff, clinical nursing and clinical services to include, STD, HIV/AIDS, TB, School Health, Immunization Program, Lab, Epi, Healthy Start and Breast and Cervical Cancer Program. The incumbent is the lead nurse for the organization and has general oversight to ensure all nursing requirements are met.


As part of the executive team, you will be responsible for assisting in setting organizational direction through strategic objectives to ensure quality, organizational effectiveness, and compliance in the administration and management of the public health services. Activities will also include collaboration with community partners using assessments and data collection to drive a community health improvement plan.

    Duties and Responsibilities:
    This individual will be responsible for all supervisory duties including, but not limited to, hiring and selection, developing performance plans, conducting performance appraisals, planning and directing their work, approving leave, and taking disciplinary action as appropriate.
    This Administrative nursing position serves as the Director of Clinical Operations and part of the senior management who reports to the Pasco County Health Department Administrator. The incumbent will exercise independent judgment in formulating or assisting in the formulation of policies and procedures that have significant impact on services, personnel and budgets. The incumbent has operational responsibility for clinical services and public health programs in the general areas of, STD, HIV/AIDS, TB, School Health, Immunization, Family Planning, Lab, Healthy Start and Breast and Cervical Cancer Program. The incumbent is the lead nurse for the organization and has general oversight to ensure all nursing requirements are met.
    Communicates daily the expectations and operational decision making necessary to oversee and manage the clinical services. Works in conjunction with the Medical Director, Clinical Nursing supervisors, and Clerical supervisors to maintain efficient and optimized operation of clinical services, ensuring client satisfaction is a priority goal. Establishes quality and quantity productivity standards with staff then monitors and adjust accordingly to achieve goals.    
    Workforce Development Advises and coordinates with supervisors on performance standards relating to nursing practice. Strives to support the strategies of the agency’s Workforce Development Plan.  Committed to creating an environment where employees are motivated and dedicated to quality improvement and increasing quantity of work performed.  Invested in the training and development of the workforce.  Assures new employees are orientated to clinical services and staff are cross trained and able to work in various clinical settings. 
    Formulates and Develops policies and procedures relating to medical and public health programs along with specific program goals and expectations. Develops short- and long-term goals and objectives through the strategic planning process for the agency. Evaluates agency compliance with state and local standards. Prepares technical reports, manuals and studies for the Administrator and reviews those prepared by program’s staff. Analyzes and plans for present and projected needs in accordance with agency objectives, community needs and available resources. Initiates and evaluates new programs with cross-functional teams. Collaborates with other health care providers to provide comprehensive integrated services.
    Directs the planning, implementation, staffing and evaluation of assigned programs to measure effectiveness and efficiency of services under the position assigned responsibilities including public health nursing service provision, Medicaid documentation and billing requirements, client satisfaction and productivity measurements. Gives guidance and direction in data collection of nursing/medical services and participates in analysis of same. Plan, directs and implements an integrated quality assurance and improvement program based on organizational performance excellence standards
    Responsible for developing and monitoring budgetary activities for all programs that fall under incumbents’ position. Prepares annual budgets with programs adjusting as necessary. Utilizes PCHD contract management reports to monitor staffing numbers, clients, services and expenditures. Initiates necessary controls and corrective actions. Evaluates quality and customer satisfaction on a regular basis and adjusts accordingly.
    Collaborates with professional organizations, universities, schools of nursing, physicians and other related agencies/organizations to interpret/promote public health. Participates in community assessment, planning and assurance activities. Collaborates with various community agencies to provide outreach education and services to individuals, groups and communities. Attend meetings, seminars, and workshops related to nursing services, policies and procedures.
    Coordinates with all staff for shelter duties and preparedness activities to include ensuring staff comply with team assignments.
    Performs other related duties as assigned by the Administrator.
    Knowledge, Skills, and Abilities, Including Utilization of Equipment required for the position:  
  • Knowledge of nursing administration, principles, practices and techniques.
  • Knowledge of community organizations and resources. 
  • Ability to develop and monitor budgetary needs.
  • Ability to formulate and develop policies and procedures.
  • Bachelor Degree
  • Licensure as a Registered Professional Nurse
