This is a Select Exempt Service Purchasing Supervisor position working in the Lee County Department of Health.

Duties and Responsibilities

 

This is a supervisory position responsible for purchasing related functions for the Department of Health in Lee County (DOH-Lee). This position reports to the Purchasing Manager-SES and is expected to direct the purchasing of a variety of specialized commodities and services within DOH-Lee. The incumbent is expected to function independently and with a high degree of professionalism and technical competency.

This position spends the majority of the time engaged in supervisory responsibilities. This includes communicating with, motivating, training, and evaluating employees in addition to planning and directing employees' work. The incumbent has the authority to hire, transfer, suspend, lay off, recall, promote, discharge, assign, reward, or discipline subordinate employees or effectively recommend such action. The incumbent will also be required to develop performance expectations, meet with staff regularly to discuss performance, complete performance reviews, maintain vacation and work schedules, ensure proper coverage, and complete timesheets.

 

Directs the activities of purchasing staff involved in fleet management and purchasing products and services.

 

Assist staff with complex procurement processes, including Requests for Quotes (RFQ), Invitations to Bid (ITB), Requests for Proposals (RFPs), and Invitations to Negotiate (ITN). Provides guidance creating scopes of work.

Processes purchasing card transactions in the State Purchasing Card System according to assigned role. Ensure receipts and backup documentation for each transaction is available for review. Communicates discrepancies with card holders and card holders’ supervisor.

 

Assist in the development of the Purchasing budget.

 

Monitors expenditures to ensure alignment with the annual spending plan. Monitors’ equipment leases. Coordinates renewals and replacements with program management.

 

Remains current on purchasing policies and procedures. Disseminates pertinent information and provides guidance to DOH-Lee staff.

This position serves as a contract manager and has the responsibility to ensure the provider meets all contractual requirements in the time and manner specified, and to perform continual monitoring of contractor performance.

 

This position has the responsibility of being the Information Custodian for the Purchasing information set and will perform related duties as defined in DOHP 50-10.

This position has the responsibility of being the Alternate Key Custodian for the Purchasing Department, and in the absence of the Key Custodian, will perform related duties as defined in DOHP 50-10.

Minimum Qualifications

  • Incumbents must possess a valid Florida Driver License and have a motor vehicle to carry out these duties.
  • Incumbents must possess a High School Diploma or GED

 

Licensure/registration/certification requirements (If applicable, list the appropriate Florida Statute or federal regulation cite):

  • Certified Contract Manager or willingness to achieve FCCM within the 1st year of hire.

  • Incumbent may be required to work before, during and/or beyond normal work hours or days in the event of an emergency. Emergency duty required of the incumbent includes working in special needs or Red Cross shelters, or performing other emergency duties including, but not limited to, responses to threats involving any disaster or threat of disaster, man-made or natural.
  • Incumbent must possess valid Florida Driver License and have a motor vehicle to carry out these duties.
  • Incumbents must possess a high school diploma or GED.
  • Selected immunizations or titers and/or periodic screening for tuberculosis may be recommended for this position.
  • This position will abide by all state and federal laws, rules, and DOH policies and procedures.
  • This position is classified as sensitive. This individual will perform tasks defined as sensitive and handles confidential information. Background screening is a condition of employment.

Working hours: (A) Daily from 8:00 a.m. to 5:00 p.m. (B) Total hours in workweek 40+40 (C) Explain any variation in work (split shift, rotation, etc.) Additional hours may be required in the event of a public health emergency or for special projects as needed. This is a full-time, in-office position.
