Your Specific Responsibilities:

This is a highly responsible management position assisting the Marion County Health Department Administrator in administering and managing DOH-Marion programs.  Specifically supervises the Administrative Services, Healthy Start, WIC, IT, Clinical Support and Personnel programs.  The incumbent exercises independent judgement in formulating or assisting polices and procedures that impact the entire department.  This individual will be responsible for all supervisory duties including, but not limited to, hiring and selection, developing performance plans, conducting performance appraisals, planning and directing their work, approving leave, and taking disciplinary action as appropriate. 

 

Develops and articulates policy, goals, mission and objectives of the Marion CHD in conjunction with the Administrator and/or other senior staff members.  Works with Administrator to formulate current and long-range programs and plans.  Participates in activities to evaluate or improve services.  Prepares, reviews and presents data, information, reports, studies and research on administrative issues.  

 

Provides administrative direction for Program Managers and their departments within the Marion CHD.  Ensures implementation of all program responsibilities and adequate work performance standards.  Acts as a resource person to managers and other professionals on staff.  Evaluates departments on a periodic basis. 

 

Actively participates on Executive Leadership Team and is responsible for critical decision making regarding public health issues within the organization as well as those which impact the community. 

 

Oversees coordination of the Marion CHD annual budget (approximately $19,000,000) and budget monitoring process, control disbursement of approved funds, and financial reporting, including but not limited to significant budget variances in revenues and expenditures and their corrective actions in coordination with the Administrator and the Program Managers.  Serves as a contract manager and/or contract administrator for Marion CHD, overseeing contracts when needed.   

 

Ensures Finance and Accounting complies with DOH guidelines.  Plans, develops and implements administrative service programs for the efficient and effective operation of the total organization.  Oversees daily activities and operations of the Administrative Services Division, to include business office (budget, fiscal and billing units), information technology, vital statistics, general services, information security, contract management, leases and records management. 

 

Supervises WIC & Nutrition Director, and Office Operations Director.  Provides oversight and guidance of administrative operations in clinics. Monitors clinic standards.  Instrumental in evaluating quality assurance, clinic flow, staffing, budget, and customer service. 

 

Direction includes supervising, planning, monitoring, evaluating, and managing the division’s performance to ensure high-quality support services are provided to customers.  Oversees development, planning, organization, implementation, and maintenance of administrative operating procedures to ensure strategic administrative objectives are met.  Administers, interprets, and explains policies, rules, regulations, and laws. 

 

Works with Regional Human Resources Hub on Labor Relations or general personnel issues.  Reviews documentation and assists with investigative interviews, predetermination conferences as requested by Administrator and/or Hub.

 

Directly supervisors the HR liaison for Marion CHD.  Works with supervisors on recruitment, classification and provides coaching and resources for personnel issues.  Ensures vacant positions are filled timely.  Ensures timesheets are approved timely.  

 

Maintains accountability and ensures responsibility to state and local government, as well as the community served, in making the most effective and efficient use of resources.  Implements policies and directives of the Administrators, State Health Office, the state Legislature, within the financial capabilities of the County Health Department.  Maintains good working relationships with the Board of County Commissioner staff, including administrator’s office, human services, facilities management and fleet maintenance.  Acts as advocate for the Marion CHD at meetings and conferences in conjunction with and/or absence of the Administrator. 

 

Participates in community coalitions and partnerships as directed by the Administrator.  Maintains good working relationships with community partners of the local public health system.  Serves as the delegated authority when the administrator is out.

Qualifications:

Minimum - 

5 years experience in managing budgets and financial reports

5 years experience in a management leadership role

Experience collaborating with government officials or other stakeholders to promote public health initiatives

Experience developing and implementing strategic plans

Experience managing public health programs or services

Bachelor's degree in Public Health or a related field

 

Preferred - 

Master's Degree
