The Work You Will Do:
The Environmental Administrator for the Onsite Sewage Program (OSP) plays a crucial role at the Florida Department of Environmental Protection by overseeing the inspection and regulation of septic systems in their respective region. This position ensures that new constructions, repairs, and modifications of septic systems comply with state environmental standards, thereby safeguarding public health and the environment.
This position is located within the Onsite Sewage Program, a vital component of the Florida Department of Environmental Protection's efforts to manage and protect the state's water resources.
Primary Responsibilities:
- Supervise and provide leadership to field staff who conduct inspections of new septic system installations, repairs, and modifications.
- Respond to emergency nuisance complaints related to onsite sewage systems promptly and effectively.
- Ensure adequate staffing levels across various work units to meet inspection demands.
- Manage workloads to ensure efficient allocation of resources and timely completion of inspections and responses.
- Guarantee that constituents receive prompt, courteous, and high-quality services.

- Lead a team of field staff, providing guidance, mentorship, and support to foster a collaborative and productive work environment.

The Environmental Administrator for the Onsite Sewage Program is responsible for ensuring that septic systems are properly installed, maintained, and repaired within their service hub. This role helps prevent the contamination of Florida’s groundwater and surface waters. Properly functioning septic systems prevent untreated wastewater from entering natural habitats, protecting Florida’s diverse ecosystems, including its rivers, lakes, and coastal waters. Where You Will Work:
This position will be located in Marion County and will primarily serve constituents in that county; however, as the program expands additional counties will be added to the service area.

Your Specific Responsibilities:
This is a high-level managerial environmental position in the Onsite Sewage Program. This position exercises independent judgment in formulating and recommending policies and procedures, workload distribution and Onsite Sewage Treatment and Disposal System services toward the protection of the environment. This position supervises Onsite Sewage Program staff consisting of environmental scientists, managers and other staff who are responsible for managing the Onsite Sewage Program for field offices.
- Management responsibilities include but are not limited to strategic planning, program budget, personnel actions, workload assignments, program coordination, technical reviews, and general administrative functions.
- Responsible for the processes and procedures of drafting permits and coordination of permitting activities for staff assisting the regulated community with understanding and complying with applicable state regulations.
- Conducts site inspections and joint inspections with staff to monitor/evaluate customer service and compliance with department policies and procedures.
- Oversees the distribution of work within the program to ensure incoming workload is equally distributed.
- Reviews and directs the review of plans and reports, specifications, permit applications and supporting data.
- Reviews and directs the review of submitted and department data, operational problems, inspection reports and compliance to assure permit conditions are proper and amends them as required.
- Assures permits are consistent with Department rules, regulations, and guidance memorandums and/or federal regulations, as required.
- Coordinates with compliance manager to meet program needs and integrates permitting with compliance and enforcement activities.
- Works with the Program Administrator to implement and streamline programmatic processes as a means of continuous process improvement.
- Reviews and responds to inquiries and requests for information.
- Responsible for training staff and planning to achieve Department objectives within the Onsite Sewage Program.
- Communicate program status, enforcement, and other information to the Program Administrator in a timely manner.
- Facilitates program operations and staff information needs through regular communication with employees both individually and in staff meetings/briefings.
- Performs related work as required by manager.

- A bachelor’s degree from an accredited college or university with five years of related work experience, or any combination of post-secondary education
or verifiable related experience, as described above, for a total of nine years. - The incumbent of this position, in accordance with sections 110.1127 and435.04, Florida Statutes and DEP Directive 422, Background , is required to successfully complete a background and fingerprint check.
Preferred Qualifications
- Environmental Health Professional Certification in Onsite Sewage Systems (or able to receive it within six months), or be a Registered Sanitarian, or the equivalent under s.381.0101, Florida Statutes.
