Your Specific Responsibilities:

Manages all Environmental Public Health water program personnel in their everyday job responsibilities who conduct all Marion County Environmental Public Health water programs. This position spends more than 50% of the time engaged in supervisory responsibilities. This includes communicating with, motivating, training, and evaluating all water program staff.  Has decision making authority within the water program and is the primary input source on policy decisions.  The incumbent has the authority to hire, transfer, suspend, lay off, recall, promote, discharge, assign, reward, or discipline subordinate employees or effectively recommend such action.

 

This position is responsible and accountable for the performance of the field staff under their supervision. Reviews all inspection records and supporting documents generated by their staff.  Coordinates and manages the water programs and staff to ensure compliance with DOH rules, policies, State Codes, and local regulations.

 

Incumbent is responsible for performing a variety of professional, educational, and investigative tasks in the promotion and enforcement of water programs functions in Marion County.  Prepares reports, special investigations, letter of approval, denials, and other similar documents.  Oversees inspections and permitting and all other aspects of the water programs.  Performs field inspections as needed. Meets at least monthly with water programs staff to share information and discuss any program problems and seek resolution to them.  Plans and organizes remedial activities for the abatement of environmental violations. Oversees the operation of the water lab.

 

Supervisor functions are completed timely and include but are not limited to coordinate, direct, monitor, and evaluate work of subordinates, complete performance evaluations annually or as required by DOH standards, verify and approve timesheets and EARs within DOH guidelines and deadlines, approve leave requests or schedule requests as needed, ensure department has adequate coverage in order to meet goals and benchmarks as determined by DOH management, program guidelines, statutes, federal guidelines and may administer discipline or corrective action plans as needed. 

 

 

Handles customer service complaints directed towards water programs staff. Conducts in-service trainings as needed.  Assists public and walk-in clients with technical information and Q&A.  Works with engineers, project designers, and building contractors to support a sound and efficient program.  Works with Building Department and inspectors to educate, resolve disputes, and streamline the permitting and final approval process. Reviews local Building Department permit requests for compliance with Department regulations. Reviews and prepares all applications submitted for the State Variance Committee.  This position will also act as the Environmental Health Director when the Environmental Administrator is unavailable as needed.

 

 

Performs other duties as assigned.

Required Knowledge, Skills, and Abilities:

  • Ability to force a 30-inch probe through the ground surface to locate and measure existing drainfields and wells.
  • Ability to review swimming pool plans and transfer information into the Environmental Public Health Data system.
  • Ability to work with contractors and the public to educate and enforce environmental regulations.
  • Skilled in utilization of a Windows based computer to perform data entry of inspections and complaints into the Environmental Public Health Data system.
  • Ability to work within a laboratory setting, overseeing the quality control.
  • Ability to drive a pickup truck responsibly while following written directions to unfamiliar locations.
  • Ability to work in the Florida weather, frequently very hot, humid, rainy, and cold.
  • Knowledge and ability to perform basic arithmetic functions needed to determine the area of polygons and required water system sizing.
  • Ability to work with little supervision and represent the DOH-Marion in a professional manner.

Qualifications:

Minimum-

2 years experience in Environmental Public Health 

Worked in DOH water programs ( LUWS, Swimming Pools, Well Permitting)

 

Preferred-

Bachelor of Science Degree in a physical science

Supervisory Experience

Experience reviewing applications for DOH water programs

Worked in facilities programs for DOH
