POSITION DESCRIPTION: Manage the development of the Turnpike's Five-Year Capital Work Program and annual Operating Budget for submission and approval by the Florida Legislature. Manage the development of compre-hensive financial models to ensure that the Work Program and Operating Budget are balanced to finan-cial resources and monitor the Work Program and Operating Budget throughout the year, amending such as necessary. Coordinate with the Department's Office of Management and Budget (OMB) and Office of the Comptroller (OOC) to analyze and finance the Work Program within the constraints of Florida Statutes, and the Florida Department of Transportation (FDOT) finance plans and cash fore-casts. Direct economic feasibility tests of proposed Turnpike expansion projects.

 

Consult with and advise the Executive Director on the overall management of the Turnpike Enterprise, including  its strategic goals, objectives and accomplishments; personnel issues; financial condition and internal controls; contractual obligations; innovative financing options including bonding and pub-lic/private partnering agreements.

 

Provide for financial safeguards to protect the bondholders and the patrons of the Turnpike. Ensure that the Turnpike Enterprise maintains sufficient revenues to honor program commitments, that funds are expended on authorized projects only, and that there are sufficient reserves to protect against a signifi-cant increase in either program costs or a downturn in estimated revenues. Ensure that assets are safeguarded against loss from unauthorized use or disposition. Ensure that accounting transactions are executed in accordance with management's authorization and recorded properly to permit the prepara-tion of financial statements in accordance with generally accepted accounting principles.

 

Manage the acquisition of Contractual and Professional Services, ensuring that such services are pro-vided in a timely manner to accomplish the goals of the Enterprise and are in compliance with Florida Statutes and Department Policy and also to assure compliance with Florida Statute 215.422, which re-quires that valid vendor invoices for goods and services rendered to the Turnpike Enterprise be paid within a defined number of days.

 

Coordinate with the Florida State Board of Administration, Division of Bond Finance, to issue and ser-vice the debt on Turnpike Enterprise revenue bonds. Serve as Department's liaison to the major bond rating agencies (e.g., Standard and Poors, Moody's, Fitch, etc.) for the purpose of establishing the highest possible credit ratings for Turnpike Enterprise revenue bonds including providing professionally prepared reports, schedules, and presentation to these agencies.

 

Oversee the efforts of staff and consultants in the production of the Comprehensive Annual Financial Report(CAFR), with the objective of obtaining the Certificate of Achievement for Excellence in Financial Reporting from the Government Finance Officers Association (GFOA). Engage the services of and provide necessary information and representations to independent certified public accountants (CPAs) in order to provide an annual audit of the Turnpike Enterprise's financial position, results of operations, compliance with laws and regulations, and adequacy of the internal financial control structure.

 

Manage the Revenue Accounting function, including maintenance and adjustment of patron account balances: deposit and distribution of revenues; monthly and ad hoc reporting of both transactions and revenues; development and maintenance of necessary information systems. Provide direction to and oversee the work of the Turnpike Enterprise's traffic and revenue consultants in the provision of accu-rate, detailed, and timely traffic and revenue reports and forecast.

 

Make presentations as necessary to effect the accomplishment of the previously listed responsibilities to the FDOT Executive Committee, Transportation Commission, Executive Office of the Governor, Leg-islature, and other government agencies/organizations, including Metropolitan Planning Organizations and expressway authorities.

 

Manage Business Development and Concessions Management.

 

Attend professional conferences and seminars to keep current on governmental financing, accounting and auditing matters and techniques.

 

Oversee bill analysis for proposed legislation impacting the Turnpike's revenue collection process, use of funds, authorization to issue bonds, ability to fund projects, or other changes to Florida Statutes that could affect the Turnpike's ability to deliver the work program.  Oversee the Turnpike's treasury func-tion as it relates to establishing and maintaining bank accounts associated with the collection and ad-ministration of revenues.

 

KNOWLEDGE, SKILLS AND ABILITIES: Knowledge of bond financing and other innovative financing techniques; Knowledge of the State's legislative process and scope of Florida Statutes; Leadership Core Competencies

 

REQUIRED LICENSURE/REGISTRATION/CERTIFICATION: Licensed to engage in the practice of public accounting in Florida under the authority of Chapter 473, F.S
