POSITION DESCRIPTION: Acts as the Finance Department liaison with the Business Intelligence (Bl) Data Warehouse team. Reviews technical documentation of existing reporting processes as well as supports technical documentation of new reporting processes. Communicates regularly with users of the Data Warehouse to facilitate the use of data sources held within the warehouse. Continually reviews existing reporting procedures recommending changes to improve efficiency and accuracy. Collaborates with Bl technical staff on the loading, processing, and validation of data into the Data Warehouse ensuring high standards of completeness and accuracy. Collaborates with Bl technical staff in the definition and assimilation of new facilities and new reporting requirements.

Prepares periodic reporting of SunPass, Cash, and Toll-By-Plate (TBP) toll transactions and revenues for inclusion in the Turnpike financial statements and operation reports. Analyzes Florida’s Turnpike Enterprise (FTE) traffic and revenue data as well as participating interoperable toll agency entities data. Identifies changes in traffic patterns, performs trending analysis, and resolves system anomalies related to traffic and revenue reporting. Researches issues impacting traffic and revenue analysis and reporting, and provides written and oral reports to management.

Supervises and directs Florida Department of Transportation (FDOT) staff, and supervises contract staff’s work in the implementation of the Insufficient Funds Recovery program. Ensures customer payments are properly recorded and funds have been credited to the appropriate Department bank accounts. Reports and distributes toll revenues collected through the program to the designated agencies. Ensures staff follow all established procedures in the receipt, reconciliation, and distribution of collected toll revenues. Evaluates internal controls related to the collection, distribution, and reporting of toll revenues collected through the program. Acts as the liaison with the vendor selected to process electronic online customer payments.

Monitors actual traffic, and traces toll transaction data from individual toll lanes to the SunPass/TBP back office. Analyzes toll transaction data and ensures traffic and revenue reporting are complete and accurate. Develops and maintains tools to identify transaction processing issues and reports findings to management.

Analyzes and evaluates toll data center systems incidents, application defects, software patches, bug fixes, upgrades, change orders, and implementation plans related to transaction processing in the toll lanes and back office systems, including databases, applications, networks, plaza/lane infrastructure, security, and hardware. Assesses the impacts of such events on traffic and revenue information stored by the Data Warehouse. Identifies necessary adjustments, changes, and solutions to ensure the accuracy and integrity of such information. Coordinates with Tolls and Information Technology teams on necessary corrective action.

Communicates with operational staff to ensure that the application of business rules and processing, related to toll revenue collection, are properly documented and captured through established reporting systems.

KNOWLEDGE, SKILLS AND ABILITIES: Knowledge of interpreting data, analyzing results using statistical techniques, and provide ongoing reports. Skilled in identifying, analyzing, and interpreting trends or patterns in complex data sets using Business Intelligence tools and Structured Query Language (SQL). Skilled in validating summary reports and data sets by inspecting detail data. Skilled in interpreting business rules and reviewing transactional data to ensure conformance. Skilled in identifying occurrences of system anomalies. Ability to work closely with management to prioritize business and information tools. Ability to prepare, reconcile, and analyze a variety of accounting reports and records. Ability to collect, organize, analyze, and disseminate significant amounts of information with attention to detail and accuracy. Ability to identify, document, and improve internal controls. Knowledge of relational database theory and technology. Ability to supervise, manage, and direct FDOT and contract staff work.
