Your Specific Responsibilities:

The Florida Department of Health in Okeechobee County (DOH-Okeechobee) is seeking candidates for a highly responsible position that will work under the direct supervision of the Executive Community Health Nursing Director.  The position, an OPS Senior Human Services Program Specialist, will work within the Overdose Data to Action (OD2A) grant to conduct opioid and illicit drug use prevention, education, awareness, and outreach; harm reduction strategies; and develop public safety partnerships and interventions.  The position will be based out of DOH-Okeechobee.  They will be an active member of the Treasure Coast Opioid Task Force.

Assignments may include:

  • Work as a part of a county health department, public safety agency, and community team dedicated to opioid and substance use prevention and harm reduction.
  • Develop general audience opioid and overdose awareness materials. Advise on evidence-based and accurate substance use disorder and harm reduction education to individuals, groups, and organizations.
  • Conduct educational or informational presentations to a variety of audiences.
  • Conduct risk and community needs assessment regarding opioid and overdose issues in Okeechobee County.
  • Identify harm reduction strategies in place in the community, support current programs, implement evidence-based projects and ensure that those with lived experience have a voice in the development of programs.
  • Support naloxone distribution efforts through awareness and education including the HEROS grant program.
  • Work with the OD2A Linkage to Care position covering St. Lucie and Okeechobee Counties to assist individuals in accessing services related to substance use disorder.
  • Develop public safety partnerships, specifically regarding linkage to care for people who are incarcerated, leaving incarceration, or recently incarcerated.
  • Foster new community partnerships, and coordinate with internal DOH-Okeechobee programs to provide education, outreach, and services.
  • Be an active member of the Treasure Coast Opioid Taskforce and its subcommittees. 
  • Attend or present at community, state, and national meetings or trainings.
  • Work to enhance surveillance and communication between DOH-Okeechobee and hospitals, public safety, corrections (state and local), EMS, and private treatment providers. 
  • Generate reports, data metrics, and contribute to coordination and analysis of relevant, available statistics from various local, state, and national computer databases.
  • Work with OD2A programs in neighboring counties and around Florida to develop and evaluate prevention and harm reduction strategies.
  • Participate in evaluation and quality assurance activities.

Required Knowledge, Skills, and Abilities:

  • Knowledge in overdose prevention, substance use disorder treatment, harm reduction, recovery, and/or drug policy. 
  • Possess strong written and oral communication skills, with ability to be efficient and consistently deliver high-quality work under time constraints.
  • Ability to prepare and deliver presentations to a variety of audiences.
  • Skills in planning and executing work in a timely manner, combining multiple issues and factors into a comprehensive whole, independently or as part of a team.
  • Ability to establish rapport and have effective verbal and written communications with health care and other professionals, with clients, and with community members. 
  • Ability to work successfully among culturally diverse populations, work and travel independently into socio-economically diverse communities; coordinate and collaborate with diverse stakeholders.
  • Ability to work evenings and weekends as needed.
  • Proficiency in Microsoft Excel, Word, PowerPoint, Teams, and Outlook

 

Qualifications:

Minimum:

  • Bachelor’s degree public health, social work, psychology, social sciences, or related field 
  • Florida driver license.
  • Ability to provide and complete job duties in settings, all areas of all neighborhoods including those that are socially or economically deprived.
  • Minimum of two (2) years of full-time, professional work experience in the areas of overdose prevention, substance use disorder treatment, harm reduction, recovery, drug policy, recovery support strategies, or closely related work.
  • Minimum of two (2) years’ experience in public speaking or giving educational presentations.
  • Ability to work occasional evenings and weekends.
  • Ability to travel in and out of state.
  • Willing to provide your own transportation for travel at times.   
  • Florida Department of Health is required to work before, during, and/or beyond normal work hours or days in the event of an emergency. Emergency duty required of the incumbent includes working in special needs shelter or performing other emergency duties including but not limited to, response to disaster, or threats of disaster, man-made or natural. 

Preferred:

  • Master’s degree in public health, social work, psychology, social sciences, or related field. 
  • Bilingual or multilingual in Spanish and/or Haitian Creole
